Organizational Profile

Established in April 1983, IRI is a nonprofit, nonpartisan organization committed to advancing freedom and democracy worldwide by helping political parties to become more issue-based and responsive, assisting citizens to participate in government planning, and working to increase the role of marginalized groups in the political process – including women and youth. IRI maintains a 501(c)(3)-tax status in the United States and receives funding through grants from the U.S. State Department, U.S. Agency for International Development, the National Endowment for Democracy, several European foundations and aid agencies, and other Western countries, and the United Nations.  Less than one percent of IRI’s funding comes from private donations.
IRI has been active in Libya since 2012 and its program in-country focuses on strengthening democratic governance and peacebuilding at the municipal level.

 

Project Background

TAQARIB Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. TAQARIB works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold the government accountable. To achieve these goals, TAQARIB will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda

Essential Duties

  • Travel and conduct assigned M&E surveys, in a designated geographical area, according to the operation planning, ensuring data is correctly collected and decisions made.
  • Produce monitoring reports and record results of program events as per MEL templates, including but not limited to stakeholder info, key issues discussed and outcomes
  • Provide weekly monitoring reports of municipal social media accounts relating to Taqarib interventions to support MEL evaluation efforts, verifying the accuracy of the information collected on the field
  • Coordinate daily / M&E activities
  • Ensure that data collected are transferred on time into the management information system
  • Other related duties as may be assigned by MEL Director.
  • Report on a daily basis on the activities conducted and the realities/issues encountered to the MEL Director and make relevant recommendations.

Reporting

The Monitoring, Evaluation, and Learning Assistant reports and works under the overall guidance of Monitoring, Evaluation, and Learning (MEL) Director

Qualifications

  • Undergraduate degree in political science, international relations or related field required.
  • Three to five years of progressively responsible professional experience in democratic governance and politics, preferably working directly with political parties, civil society organizations/NGOs or legislative bodies, or an equivalent combination is required.
  • Knowledge of Libyan political history and structure required. Existing network of relationships with CSOs and government stakeholders.
  • Demonstrated experience working with US Government-funded projects and familiarity with USG regulations and processes.
  • Experience with program management, implementation, and basic accounting required.
  • Professional fluency in English and Arabic is required.
  • Strong written and oral communication and presentation skills.
