Monitoring, evaluation, and learning director | Tunisia | 2021
Chemonics seeks a monitoring, evaluation, and learning (MEL) director for the Libya Transition Initiative (LTI) 4. LTI 4 is funded by the United States Agency for International Development’s (USAID) Office of Transition Initiatives (OTI) and was awarded in September 2021. The goal of LTI 4 is to support a political transition that produced a stable and unified Libya. The program will partner with government institutions, civil society organizations, the private sector, and community leaders to implement targeted, timely and locally driven projects across regional divides and conflict lines that address evolving national needs. LTI 4’s objectives are 1) to maintain stability in strategic areas; 2) strengthen momentum toward positive political change; and 3) support conditions for national unity and reconciliation. The monitoring, evaluation, and learning (MEL) director is the senior Monitoring and Evaluation position on the project responsible for overall program-level monitoring and evaluation and will be based in Tunisia. Under the supervision of the Deputy Chief of Party (DCOP) – Programs and in coordination with the Chief of Party and OTI s/he will also respond to the project’s research priorities including identifying knowledge gaps and developing research objectives to answer specific programmatic and operational questions and aimed at informing programming. Responsibilities include:
- Works closely with USAID/OTI and the DCOP – Programs to supervise the design and implementation of MEL tools, analyzing collected data to inform project design, development, and identification of lessons learned
- Supervises and mentors MEL Manager and MEL Specialists, mentoring and integrating them in activity development, MEL, and research functions
- Leads the efforts to ensure that MEL is fully integrated into the activity development cycle, including ensuring quality control on activity final evaluation reports
- Ensures that MEL team provides key impact information to inform project deliverables including success stories and contributing to reporting
- Develops and implements case studies, frameworks, cluster evaluations, and other communications products as needed, coordinating closely with USAID/OTI field and Washington teams, project management, and the entire program team, as well as supervision of external consultants, as required
- Builds the capacity of both project staff and grantees to understand and uses MEL tools and to collect and share impact data
- Ensures that impact information is reported in the USAID/OTI Activity Database, in coordination with the MEL specialists and others across the program
- Works with the MEL team and program staff to analyze and report on trends, lessons learned, and other factors that should better inform program development
- Works with the program and other teams, as well as with subcontractors and/or individuals engaged on short-term assignments to provide analysis of emerging political events in Libya and recommendations to SMT and USAID/OTI on how the project could address these events with grant or other activities
- Manage consultants and subcontractors supporting third-party monitoring efforts.
- Review and share research products produced by consultants, subcontractors and others.
- Manage the design and implementation of qualitative and quantitative research efforts
- Oversee the LTI 4 knowledge platform and ensure accuracy and integrity of information
- Supervise Knowledge, Learning and Communications Specialist (KLCS) and review and approve any program communications deliverables
- Based on the results of research into the current environment in Libya and results of MEL activities, recommends program activities for development and implementation
- Travels, as necessary and feasible, to gather reporting data and track activity implementation progress for MEL and project research purposes
Qualifications:
- Minimum five years of relevant work experience including experience in monitoring, evaluation, and learning (MEL) and three years of experience of managing and supervising MEL teams
- Bachelor’s degree required
- Experience working in developing countries is required, preferably complex, high-speed and challenging field operations and experience working with OTI is preferred
- Experience working in Libya or other North African, Middle Eastern, or Sahel countries undergoing transition highly desired, but not required
- Experience with remote management in transition environments is highly desired, but not required
- Demonstrated experience with quantitative and/or qualitative research methods
- Strong analytical skills and writing abilities
- Proficiency with software such as Microsoft Word, Excel, and/or Access
- Familiarity with statistical software strongly preferred
- Demonstrated leadership, versatility, and integrity
- Fluent English required, Arabic language skills desired, but not required
