Linataawan is a three year project co-funded by the European Union and delivered by the British Council and partners. The aim of the project is to strengthen democratic governance, accountability, and local development in Libya by empowering civil society actors to participate in decision-making processes.

The Monitoring, Evaluation and Learning (MEL) Manager is a key position under the project. The incumbent will lead in the delivery of all aspects of the project MEL Strategy. This includes ensuring adequate use of data collection tools, maintaining project databases (including baseline and log frame indicators), data quality assurance, and identification and resolution of capacity building needs. The MEL Manager will also be responsible for maintaining coordination with implementing partners, undertaking monitoring visits, and serving as the focal point for the external end-project evaluation. The MEL Manager will lead on progress reporting against the project log frame, identify gaps and suggest remedial measures, and lead on all learning activities under the project.

Main Accountabilities:

MEL strategy:

  • Leads on the implementation of the MEL strategy based on Linataawan’s logical framework indicators, milestones and theory of change
  • Leads coordination on development of data collection tolls under the project, which will be used by different partners
  • Leads in the design of a robust and effectively resourced data collection system
  • Contributes to the periodic updating of the programme logical framework and theory of change

Data collection, quality assurance and progress monitoring: 

  • Maintains oversight of all data collection and ensures data quality; proactively identifies and resolves issues that prevent timely collection of project data
  • Regularly monitors project progress against all output, outcome and impact indicators
  • Develops plans, commissions and oversees project-related research, in close coordination with the Team Leader and other technical leads.
  • Prepares terms of reference for relevant short-term consultants engaged under MEL and closely manages their performance

Reporting, evaluation and learning: 

  • Proactively supports the Team Leader in collating and presenting project data and monitoring information to the client/donor and external stakeholders, in particular through the annual reporting process
  • Works with the Team Leader to commission the end-project evaluation and provides accurate and comprehensive data to external evaluator(s) commissioned by the British Council or the End Client.
  • Works to ensure relevant information about project progress is disseminated to relevant partners, stakeholders and, where appropriate, the public (e.g. through infographics shared on the project website).
  • Leads on on-going process of reflection based on monitoring and evaluation findings to identify and capture lesson learning

People development:

  • Oversees and delivers awareness and knowledge training for Linataawan team members on MEL
  • Actively supports equality and diversity and work to the British Council’s EDI policy at all times

About You: 
We are looking for is someone with:

  • Existing right to live and work in Libya
  • High proficiency in English and Arabic
  • Bachelor’s degree in development studies, statistics, or any other relevant field or Basic degree with minimum significant experience in relevant field
  • Significant proven experience in the development sector including MEL experience
  • Proven experience in designing MEL portfolios for large-scale programmes and experience of commissioning and using a wide range of data collection and management tools
  • Demonstrated experience of managing research and M&E teams, and overseeing quality
  • Proven experience coordinating and working with a range of stakeholders
  • Demonstrated ability to analyse, understand and convey complex information in a simplified form
