Job Overview

Project Background

The EU funded project “EU Libya Technical and Vocational Education and Training (TVET) Delivery and Development” originally started in January 2013 and was suspended on the grounds of “force majeure” in October 2014. The project is now re-launching and will be remotely managed from Tunis with visits to Libya from some project staff as required.

The original purpose of the project was to improve capacity and provide quality technical and vocational education and training in Libya, and to improve the quality of content and relevance of education and training to meet demands in the labour market. The revised implementation will continue to develop capacity and methodologies for the TVET offer in Libya in line with real demand for skills in the Libyan economy. It will also focus on supporting the establishment of Centres of Excellence in a limited number of TVET institutions. Activities in these Centres of Excellence will include:

Capacity building in leadership and management

Raising the skill levels of teachers

Providing relevant advice and guidance to graduates and the unemployed

Improving collaboration and understanding between education and business.

As a result, the Centre of Excellence institutes will be better equipped to provide higher quality training that is more relevant and matched to the needs of local employment.

Overall Result Areas of the programme are as follows:

Result Area A: Enhance the quality and relevance of training provision in a selected number of TVE schools to meet the social and economic needs of the community (Centres of Excellence)

Result Area B: Reinforce capacity of the main stakeholders representing the demand side such as employers’ organisations, syndicates and others to play an active role in the modernisation of the TVE system

Result Area C: Dissemination of project success and lessons learned informs wider initiatives at a national level and provides resources for further development of Centres of Excellence in additional municipalities.

Purpose of the consultancy

The purpose of this consultancy is to develop a comprehensive Monitoring, Evaluation and Learning (MEL) Plan to be used for assessing and understanding the progress of the project. The consultant will support i) the implementation of the proposed MEL Plan jointly with a Junior Expert (who will be based in Libya and will be recruited for 250 working days to support the implementation of the plan and will be reporting to the Senior Non Key Expert through the Team Leader), ii) Provide technical advice on data collection and analysis, and iii) Produce M&E reports as required. In doing so, the consultant will ensure compliance with contractual obligations as detailed in the Organization & Methodology (5/2019), which will be made available prior to the start of the assignment, and will enable the key partners (Ministries, Project working groups, businesses and associations) to actively and adequately monitor the implementation of all activities foreseen under the project’s workplan.

The successful candidate will report to the Team Leader (based in Tunis), will seek advice from the Senior Regional M&E Adviser, and will work closely with the Project Management Team, and other Key- and Non-Key Experts. The consultancy will be spread over two years starting March 2020.

Scope of work:

MEL Plan and Capacity Development

Review existing project documents, including the logical framework and workplan. The study of these documents will be required for the identification (and if necessary, updating) of the project’s key outcomes, associated indicators and means of verification.

Conduct a participatory stakeholder workshop to develop SMART (specific, measurable, achievable, realistic and timebound) performance indicators for the programme with clear definitions, milestones, data collection strategies and frequency of collection. This workshop should also serve as a capacity development exercise for key stakeholders, including the Junior Expert, to ensure that the programme team can adequately operationalise the selected indicators.

Review and update the project’s logical framework integrating inputs from the stakeholder workshop.

Develop a comprehensive MEL Plan for the programme that includes the programme background, description of key terms and concepts, theory of change (with relevant updates as necessary), updated logical framework, detailed definition of indicators, description of roles and responsibilities, data management practices, evaluation approach and plan, and timeline of key activities.

As part of the M&E Plan, develop a risk-management matrix to mitigate relevant challenges to the implementation of M&E activities

Data Quality Assurance

Working closely with the project team, sample and quality assure monitoring data. Key dimensions of quality are reliability, validity, precision, completeness, timeliness and integrity

Support partners in Libya in adequately monitoring the implementation of planned activities in terms of efficiency and effectiveness and providing a sound database for periodic reporting and auditing

Provide timely and constructive feedback on addressing data quality issues to ensure that monitoring data provides meaningful information on programme progress and learning, and feeds into the final evaluation for the programme.

Organise training for improvement of monitoring data quality as required.

Monitoring and Reporting

Support the M&E Junior Expert with the MEL Plan and its implementation in terms of quality assurance of ongoing MEL data collection, analysis and reporting.

Produce MEL reports and disseminate results to the Project Management Team and key stakeholders, highlighting achievements and challenges and suggesting measures to undertake to ensure the delivery of project indicators.

Establish an effective data collection system and reporting forms for capturing quantitative and qualitative information

Provide recommendations for disseminating findings and lessons learnt with different stakeholders with respect to Result Area C.

Facilitate a project closure workshop and produce an impact analysis based on the MEL baseline assessment/ project workplan.

Submit an inception report, six-monthly MEL reports, and a final technical report, in collaboration with the junior expert.

Expected Deliverables

An inception report for the assignment not later than ten working days at the start of this assignment.

A comprehensive MEL Plan covering the full duration of the project, which includes all the elements identified above.

Baseline tools and assessment report to provide relevant data to assess project performance.

User-friendly and result-based standardised templates and reporting tools for data collection and analysis.

Two stakeholder workshops (one to develop MEL framework jointly with stakeholders and a second one for project closure/ impact analysis)

A detailed action plan with timeline and reporting milestones for the consultancy period

Four six-monthly MEL reports and a final technical report

Skills and Competencies

A minimum of 10 years of general professional experience working on project MEL including the development and implementation of MEL frameworks and methodologies

Recognized experience in evaluating development projects

Strong analytical, reporting and communication skills

Significant experience working in developing monitoring systems in low resourced and conflict-affected education contexts

Contract details

The assignment will be offered on a fixed term basis for 50 working days in total, spread out over a two years period with an immediate start.

The successful candidate will be based in the British Council Tunis office and is expected to deliver through both remote management and field missions as required.
