Objective: The Monitoring, Evaluation and Reporting (MER) Officer will provide overall monitoring and evaluation (M&E) and reporting support to the IFES-Libya field office in Tripoli, Libya. The MER  Officer will develop, test, and maintain M&E systems, and work closely with IFES Headquarters to provide training to program staff and subgrantee and partner M&E personnel. The MER Officer will ensure program M&E data is properly gathered and catalogued, conduct regular data quality checks to ensure the validity and relevance of M&E data, and produce regular M&E technical reports. The MER Officer will liaise closely with Libya-IFES staff members and use the M&E data collected to contribute to the project’s regular reporting.

Job Responsibilities:
Under the guidance and supervision of the IFES-Libya Deputy Country Director (DCD), and in coordination with HQ-based Monitoring and Evaluation staff, the MER Officer will perform the following tasks:

 

Monitoring and Evaluation

  • The MER Officer will work in close collaboration with IFES-Libya staff members to develop and refine M&E data collection tools that are streamlined into program activities. This includes, but is not limited to:
    • The development of project indicators
    • Data collection and reporting forms for sub-grantees or partners
    • Pre- and post-tests for trainings
    • Observation forms, when relevant
    • Follow-up interview guides for follow-up with program participants;
  • Train and provide feedback to program staff on the implementation of M&E tools and systems in program activities;
  • Ensure the quality and relevance of the project’s M&E systems for decision-making, including ensuring that indicators, related definitions and standards, and other data needs are effective for performance measurement and decision-making;
  • Utilize, refine (as pertinent), and manage data management systems that house and summarize program data;
  • Collect and log M&E data through the data management system;
  • Ensure the quality of M&E related data collected throughout program implementation by regularly spot checking and cleaning M&E data in compliance with USAID standards for data quality;
  • Analyze project performance data, as necessary and available, and provide findings to program teams for decision-making; 
  • Coordinate and collaborate with HQ M&E staff in the preparation and delivery of data-based reflection and decision-making sessions;
  • Train/monitor staff of partner NGOs in data collection methodology and in the M&E system;
  • Compile and review sub-grantee and partner data for donor reporting in coordination with relevant IFES-Libya staff member(s);
  • Coordinate and provide M&E technical assistance and feedback to sub-grantees and project partners, in coordination with relevant IFES-Libya staff member(s) as required;
  • Provide support to performance evaluation process in collaboration with identified evaluation team, including: defining evaluation questions, identifying pertinent methodologies (e.g., qualitative, quantitative, mixed method, and impact), and assisting in tool development, data collection, and analysis;
  • Prepare and support activities related to donor data quality assessments/audits (DQAs). 

    Reporting

  • Support the compilation of inputs from across IFES-Libya staff members for donor reports, and others as needed;
  • Document results of the M&E system and produce necessary inputs for the periodic reports required by the donors;
  • Support the DCD to identify and implement reporting-related training across IFES-Libya staff members.

Education and Qualifications 

  • Bachelor’s Degree in social science, research methodology or related field required;
  • Minimum of 4 years of experience working with international NGOs;
  • Proficiency in Microsoft Excel, Word, Power Point, and Outlook required;
  • Demonstrated professional experience and knowledge in monitoring and evaluation;
  • Demonstrated professional experience and knowledge in managing components of international development funded programming.

 

LANGUAGE SKILLS:  Fluency in written and spoken English and Arabic required. 

 

TRAVEL:  Travel may be required.
