About the Job

Overall purpose of the job:

The M&E Officer will be responsible for the organization, management, and analysis of the collected monitoring data.

Tasks:

All the following tasks will be carried out under the direct supervision of Project manager and in close collaboration with the field staff, under the overall supervision of the Head of Mission of CEFA in Libya:

  • Support planning and implementation of monitoring and evaluation activities and develop the Monitoring and Evaluation Plan (MEP) of the CEFA’s projects in Libya;
  • Design, elaborate and test all M&E tools that are developed under the projects’ implementation to ensure quality monitoring of the projects output and outcomes;
  • Develop Performance Monitoring Plans (PMPs) at the onset of new projects; analyses outcome data and regularly update PMP’s with projects’ progress;
  • Provide regular updates and analysis of data to the project coordinators and managers to assess progress and suggest adaptations of the projects;
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
  • Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field-based staff in their use;
  • Plan and conduct rapid assessment, survey and focus group discussions;
  • Assist and train CEFA’s Libya-based team in monitoring and evaluation techniques, increase awareness on the importance of monitoring and evaluation, encourage accountability for verifying the accuracy of data collected and demonstrating results;
  • Collect and share lessons learned, best practices, challenges and success stories stemming from the project implementation;
  • Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.

Required:

Experience and technical competencies:

  • Minimum 3 years of working experience with an international NGO.
  • Around 2-3 years of working experience in developing and maintaining M&E systems and tools and in conducting field-level data collection and data analysis.
  • Proficient in skills (MS-Excel, MS-Word, Outlook, etc.) and good knowledge of computer applications for information collection, management and dissemination.
  • Excellent analytical skills and attention to details.
  • Excellent communication skills.

Education:

  • Bachelor degree of Arts or Science in Social Science, Economics, Statistics, Computer Science or related disciplines.

Languages:

  • Fluency in written and spoken Arabic & English
