Position Title: Monitoring & Evaluation Officer.
Position Reports to: M&E Manger.
Field Site: Tripoli.
Date Needed: ASAP.
Essential Responsibilities/Scope of Work:
Under the guidance of the MEAL Manager, the M&E Officer will be responsible for all M&E related activities including, but not limited to: monitoring progress on project indicators, elaboration of M&E tools, conducting surveys, maintaining database, producing monthly fact-sheets, as well as assisting in the quarterly reports. The M&E officer will be based in Tripoli with frequent trips to the project areas and will report to the M&E Manager, but will also work closely with the project teams.
Tasks include, but are not limited to, the following:
- Assist MEAL Manager in developing the Monitoring and Evaluation Plan (MEP) for the project.
- With technical assistance from the M&E Manager and Project Lead, conduct a Kicks-off meeting at the project start.
- Maintain and update the project progress in Project Management Tool (PMT).
- Design and conduct the beneficiary satisfaction survey, exit interview, post-monitoring exercise etc.as required.
- Review, clean and analyze all project data and maintain the database up-to-date routinely.
- Design, elaborate, review, and test all M&E tools that are developed under the project implementation.
- Produce monthly fact-sheets on the project progress.
- Work closely with accountability personnel in maintaining and tracking the community-based feedback and response mechanism.
- Supervise M&E Assistant and build his/her capacity on the utilization of M&E tools and application of M&E approaches in the project implementation.
- Conduct the data validation or data quality assessment on a regular basis.
- Collect and share lessons learned, best practices, challenges and success stories stemming from project implementation.
Qualifications:
- University degree in a related field.
- At least 1-2 years’ full time experience in Monitoring and Evaluation preferably with an international NGO.
- Excellent computer skills, especially experience with: Excel, Word, PowerPoint.
- Previous experience with data collection, data entry and data management is an asset.
- Good organizational skills and excellent self-motivation skills.
- Flexibility and ability to work in a stressful environment and overtime when necessary.
- Good ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment.
Language Skills:
- Fluency in Arabic and English is required.
- Good communication skills, both in oral and written English.
