Org. Setting and Reporting

This position is located within the Aviation and Movement Control Unit of the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will report to the Chief Technical Services (Supply Chain and Service Delivery).

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated authority, the Movement Control Officer will be responsible for the following duties:

• Manages and supervises the activities of the Joint Movement Control Center (JMCC) or a regional movement control office within a specific geographic area in a field mission.
• Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility.
• Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities.
• Coordinates the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request.
• Supervises the preparation of operational plans, performance reports and responses to internal and external audit observations.
• Develops and implements inputs for the standard operating procedures for the movement control related processes.
• Ensures that quality control procedures are implemented for all work processes.
• Ensures the accuracy and validity of data recorded in the management information systems.
• Develops, in consultation with the Chief of Unit, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms.
• Evaluates short-term aviation, sea and surface transport contracts.
• Liaises with UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support.
• Develops inputs for budget proposals for the field mission’s movement control operations.
• Coordinates the requisition process with purchasing authorities to ensure that bidding and approval activities meet required timetable.
• Determines technical specifications for movement control services and develops statements of work/requirements.
• Provides responses to UNHQ during the vendor’s evaluation to ensure that vendor’s proposals meet technical requirements.
• Ensures that UN financial regulations and rules are complied with in all activities of the subordinate elements.
• Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry.
• Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services.
• Acts as a Line Manager to Sub-Unit Managers.
• Manages the allocation and rotation of appropriate work assignments.
• Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance assessments and evaluations for the subordinate staff as required.
• Develops training courses, workshops and other related training activities.
• Develops inputs for and implements the Movement Control Unit Training Plan.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) preferably in business administration, economics, logistics or transport management is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Job – Specific Qualification

Certificate in logistics and supply chain management is required.

Work Experience

A minimum of five (5) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field including, preferably, two (2) years of experience in a UN entity and at least one (1) year in a supervisory position directly related to the coordination of complex multi-modal transport operations in an international environment is required.

Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.

Experience in quality management is desirable.

Experience in international operations in a post conflict environment is desirable.

Knowledge of UN financial regulations and rules is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
