1. Background

Children love to read and listen to the stories at any time anywhere. Reading stories help in developing reading skills and reading habit among children and supports their development of language proficiency. Recognizing the great impact of storytelling especially in the time of COVID[1]19. UNICEF LCO will develop a children’s story book. A consultant is required to lead the development of the book.

2. 2.   Rationale

The main objective of this consultancy is to develop and design a Trilingual children’s book with original characters and illustrations (25-30 pages) aimed at primary school age children (6-12 years) that is also child-friendly and captures the imagination of children living in Libya and children in refugee and displacements context.

3.   Key Tasks and Responsibilities

The purpose of the assignment is to offer a way for children, parents and caregivers to together think about the questions the pandemic raises as well as learn about agreed upon themes that focus on UNICEF areas of work. The book to consist of short stories (25-30 pages) and developed in three languages (Arabic, English and French).

For this purpose, the project will engage different beneficiaries:

• Caregivers, Parents, teachers of children aged between (6-12 years) to participate in clubs in order to raise their awareness on the importance of child rights and agreed upon teams.
• Children at primary school age children (6-12 years)

Expected outcome:

The consultant is expected to provide the following outputs:

• Develop and coordinate the writing, proof reading, illustration, and development of a children’s story book in 3 languages as per the direction of the Communication Officer.

4.   Working arrangements

This consultancy is expected to initiate in June 2021 for 3 months, including a total of 21 days per month (home based). The consultant will report to UNICEF Communication Officer.

5.  Minimum Qualifications and Competencies

• University degree in Graphic Design, Art Design, Visual Designs or related disciplines. A certificate in design and two additional years of experience may be accepted in lieu of a bachelor’s degree.
• Strong graphic design skills particularly in visualization of information and structures. Excellent knowledge of Adobe Creative Suite products. Such as InDesign, Illustrator, and photoshop.
• Strong writing skills of children’s story books
• Experience in developing children’s reading/learning materials ideally for NGOs or other non-for profits.
• Creativity and innovative approaches to sharing important awareness messages in a creative and child-friendly way

6.  Deliverables and Payments

Payments will take place against deliverables as per the following table every month upon submission of reports:

First payment

Desk phase and concept development:

–  Produce a concept note in English outlining the design of the book, story line/characters, sample illustrations and highlighting features that will make the book accessible for all children.

– Develop a workplan for the duration of the contract towards achievement of the objectives

Second Payment
• Book development (stories writing, illustrations and formatting):

– Lead the development of the illustrations, formatting and adapting of the content and illustration.

Third Payment
– Produce soft copy of story book – including sketches/images and story text in 3 languages) (proofread, formatted, with images/illustration/graphics and donor branding).

– Ensure that final version of the book in an appropriate format for printing and electronic distribution.

All deliverables as per scope of work must be satisfactory completed and accepted by UNICEF office in order to facilitate payment.

7. General conditions

• Under the consultancy agreement, a month is defined as 21 working days, and fees are prorated
  accordingly.
  • Consultants are not entitled to payment of overtime. All remuneration must be within the
  contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant.
  • The consultant will be required to sign the Health statement for consultants/Individual
  contractors prior to taking up the assignment.
  • If the presence of the consultant will be may requested in the office, UNICEF will provide a desk and workplace.

8. Application process

The interested candidates will be required to submit their application that consists of the following:

– Curriculum Vitae (CV).

– Links to work samples produced within the last 3 years.

– A Financial proposal.

The interested candidates are not expected to budget for the travel, as UNICEF will pay DSA and undertake the travel arrangements in the event that he/she will be requested to travel outside of Libya.

The selection will be done based on the technical review (CV and if required interview) and financial proposal review. Only the selected candidates will be contacted.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
