Position Title: National Medical Coordinator.
Position Reports to: Country Medical Coordinator.
Field Site: Tripoli.
Date Needed: 15th, February 2020.
Essential Responsibilities:
Tasks include, but are not limited to, the following:
– Team Management:
- Ensures that the medical staffs of the project with support from the Project manager are properly managed with, seek support and guidance from HR department to ensure staff Management according to IMC HR vision, policies and values and reports any problem or issues to HR manager and Project manager.
- Supervise the Medical Staff and Community Health Workers (under UNFPA) and provide to the direct Supervisor due performance appraisal.
- Ensure adequate staffing of the Medical Team; as well as suggest replacement in case of need in all locations.
- Coordinate with the Country Medical Coordinator the implementation of different health activities.
- Ensure that the activities in relation to the MMUs have adequate medical support and medical consultations are carried out steadily. In this activity, she/he is responsible for the planning of the daily activity and possible modification and will liaise with the supervisor and other medical coordinators to ensure proper coordination of the activities.
- Taking charge of the Medical Emergency Hotline in order to activate the medical team as scheduled, when required.
- Preparation and submitting of weekly, biweekly and monthly report.
- Ensures that medical and nursing staff are all trained about Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, giving them information regarding their health status and responding to their questions.
- Identifies the personnel showing potential within the medical staff for future development.
- Promotes communication and active participation of all medical staff in the project and promotes IMC values and philosophy.
- Ensures that all medical staff promotes and maintains confidentiality regarding all patient cases and records.
- Ensures that job descriptions of all Medical, nursing, midwife and paramedical staff and CHW are properly done and updated.
- Participates in the selection, follow up of nursing and medical related staff in cooperation with the different supervisors, the Human resources department and project manager.
- Work and plan with other project staff on project activities needed to be implemented on the ground.
– Medical Activities Management:
- Facilitates the organisation of the MMU for all medical and nursing related activities with specific focus in which include (ANC, PNC, FP, neonatal care, STI, CMR), and any other activities performed in the project.
- Coordinate with medical team and advice for any case needing further medical evaluation at higher facilities.
- Follow-up patients as appropriate including those referred to higher facilities.
- When gaps in staffing or equipment are identified, the Medical Coordinator will initiate conversations with relevant budget holders, draft PRs or FSRs, then follow up paperwork to ensure timely responses.
- Ensures patient confidentiality.
- In collaboration with the mental health specialist supervise, monitor and report on mental health activities implemented in the project.
- Provide medical consultations and appropriate treatment to persons of concerns, if needed.
- To conduct training in RH topics to the MMU and MOH staff.
- To participate in the HIV bio-behavioural study.
- Together with the training coordinator ensure successful completion of planned medical training.
- Ensures that hygiene and universal precautions in health facilities are done according to protocols and in cooperation with logistics department.
- Inform his/her supervisor of any needs in the facility for prompt action.
- According to the standard provided by International Medical Corps, provide a regular written and verbal updates regarding activities conducted including monthly reports and daily data collection report on morbidity and services rendered.
- Follow security protocols including provide travel updates on a daily basis to security focal point and project manager.
- Create a curriculum, plan regular training and supervision of CHWs in each of the MMUs, including local and remote.
- Create curriculum; prepare training materials, ensuring quality of materials from WHO/UN or such credible sources, including handouts and serve as co-facilitator in Medical staff training, along with external or internal consultant/s, when required.
- Any other responsibilities assigned by his/her supervisor for the fulfilment of project objectives.
– Community engagement and CHW:
- Establish a good relationship with communities in the project area.
- In collaboration with Community Health Worker (CHW) supervisor to ensure proper strategy and design of Community outreach activities that fit the project needs, ensure implementation and monitoring of the activities.
- Collaborate in the design of the CHW activities according to the projects chronogram.
- Ensure the recruitment of couple CHW to address both male and females in topics related to SRH.
- Collaborate in the design of the CHW activities according to the projects chronogram.
- Responsible for correct data reporting of the activities in the outreach surveillance projects.
- Daily management and follow up of human resources and medical material used by CHWs.
- Ensure that CHW activities are properly delivered according to IMC protocols.
- In charge of continuous revision and implementation of IEC / Outreach strategy.
- Ensures that regular evaluations of all related staff in the CHW activities are properly done.
– Pharmacy:
- Forecast of medication, medical supplies and medical equipment needs for the project.
- Ensure supply and proper storage of medical commodities are facilitated at local and remote locations.
- Collaborate with pharmacy manger on follow up daily and monthly consumption with the teams.
- Preparation and submitting of good issue order (GIO) when needed.
- Follow up with pharmacy manager stock related to the project and ensure that we don’t have 0 stocks or expired drugs.
- Liaise with UNFPA medical supplies focal point to ensure order of UNFPA KITs that are used in the project.
– Reporting:
- Ensure analysis of medical data provided by the M&E team and provide narrative explanation and comments on the medical activities the weekly, bi-weekly, and Monthly medical report.
- Collaborate with the M&E team to ensure completeness and timeliness of the Medical data.
- Follow up medical indicators of activities and ensures the adequacy between the strategies and the activities.
- To follow the epidemiological surveillance system and to react about any outbreak management with the medical team.
- Supervise and analyze data collected through CHW activities.
- Prepare monthly and quarterly report of the medical activity, including pharmacy report (support by Pharmacy manger).
- Actively participate in midterm revision and log frame updating
- Prepare draft of medical input in the external report of the project (to UNFPA) and submit it to the Country Medical Coordinator for revision.
- Helps in capitalizing the IMC experience (project history, experiences related to the activities …)
– IMC Representation:
- Participate in meetings with partners (MOH, UNFPA, local NGO) representing IMC and report to project manager and country medical coordinator.
- Deal with partners in daily/routine issues: referrals. supplies.
Qualifications:
- Registered medical doctor, post-graduate qualifications for obstetrics and gynecology.
- At least 5 years’ supervisory clinical experience/ Medical administration/ University level teaching experience preferred.
- Those with experience conducting training in the following subjects encouraged to apply: RH (ANC, PNC, Clinical Management of Rape/ GBV/ Maternal and Newborn Care/ Primary Health Care/ knowledge about Minimum Initial Service Package RH).
- Previous NGO experience will be an asset.
- Computer skills is compulsory – no difficulties in working with Word, Excel (simple calculations and graphics), power point.
- Able to work independently with minimal supervision.
- Able to provide feedback/reports regarding work -related activities.
- Able to supervise staff and ensure accountability for staff located in Tripoli as well as Sabaha.
