Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and non-communicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities. PUI is starting a new project aiming to enhance access to quality care for patients suffering from non-communicable diseases at primary health care level. And provision of essential PHC services During emergency health situations .This project will be implementation supposed to provide care pathways for patients including diagnosis, treatment, health education and referrals to public structures in order to follow up on the stabilization of the diseases and to avoid complication. Project location will be in Cyrenaica Region – Ajdabiya, Benghazi and Al Marj Districts This new project is funded by the Centre de crise et de soutien (CDCS) to Libya. |
Job Description |
Overall purpose |
Under the supervision of the Health Activity Manager and in collaboration with the Field Coordinator (FC) and the Medical Coordinator (MedCo), the NCD Mentor Medical Doctor/SRH (NCD MMD) supervises the implementation of national medical protocols by MoH Medical doctors and involved staff thought mentorship relationship in the target site (PHCC) in Almarj and urgent interventions in the area of north east of Libya.

Responsibilities and scope of duties |
Programs (mentorship): Ensure proper implementation and monitoring of the health program falling under his/her responsibility through mentorship relationship with MoH Medical doctors, while observing PUI’s health intervention framework, the health sector’s ’ recommendations and WHO guidelines for NCD care.
Team management: Supervise the NCD Health team and be the technical referent in the targeted health facility regarding implementation of the NCD protocols.
Representation: Represent the PUI before partners, authorities and local actors involved in the implementation of medical programs.
Coordination and reporting: Participate in the coordination process for all activities at the field level and submit activity progress reports to the Health Activity Manager.

Specific objectives and linked activities |
1. IMPLEMENTATION AND MONITORING OF NCD PROTOCOLS IN MoH PILOTE SITE (MENTORSHIP)
· Ensure the proper functioning of the medical activities falling under his/her responsibility, and ensure compliance with goals defined in the project proposal/s. Notably, signals any difficulties encountered in activity implementation, and proposes improvements on an as needs basis; · Participate to workshops on NCD national protocols · In collaboration with the AM, FC and the MedCo, Ensure that proper clinical protocols are implemented in the intervention sites by MoH members according to the health care pathways developed previously, national recommendations and WHO international guidelines in terms of non-communicable diseases; · Oversee and ensure the quality of the technical activities of supported PHCC in Almarj, under the supervision of the Health AM, the Field Coordinator (FC) and the MedCo. He/she must guarantee the appropriateness of all clinical activities in the facilities and their respect for the health intervention framework and PUI’s SOP; · Ensure, in collaboration with the medical team, that patient care is optimal, and ensures that patients have appropriate management plans; · Ensure the proper implementation and monitoring of the referral system at PHCC level for patients that will need specialized care (consultations, investigations etc.); · Contribute to the development of referral mechanism in the area of intervention under the supervision of the HAM · Ensure the proper implementation of referral mechanisms, recording, and follow-up of the referred patients during the urgent interventions carried out by the mobile health team · Supervise the referral mechanism from the NCD project site to relevant facilities. In the case of issues with the referral mechanism, is to report problems directly to the AM, and assists FC and MedCo in solving these problems as directed; · Undertake health facility’s needs assessments in relation to medical equipment, medications and medical consumables, in collaboration with the Medical team; · Ensure follow-up of epidemiological data recorded in the intervention sites, liaise with the MEAL department within the organization. · Ensure or supervise the implementation of patient satisfaction survey after consultation and control the quality of services provided; · Able to deliver direct services and perform the medical consultations (GMC and SRH consultations) when required, covering the area of Benghazi district and the neighbouring districts of Ajdabiya and Al-Marj (Cyrenaica region) or other areas if required.

2. TEAM MANAGEMENT
· Mentor on daily basis the MoH medical doctors in the implementation of the NCD national protocols in the supported facility; · Be the technical referent for the implementation of protocols for the rest of the medical team and Ensure regular lectures and trainings to MoH staff and PUI NCD Mentors on the national NCD protocols and good practices to follow; · Supervise the MoH nurses and pharmacist when needed (and if the NCD Mentors are not on site); · Supervise the NCD health promoter and support him/her in the definition of health and hygiene promotion activities in collaboration with the activity manager; · Familiarize himself/herself with the Internal Regulations (IR) PUI for the mission, and ensure that they are known and respected by the team, report any breach of the IR to the NCD AM and the Administration; · Ensure the daily administrative management of his/her team: Leave plan, Leave approvals, working hours…; · Ensure that each person is subject to a written evaluation (appraisal) at least once per contract period and per year and at a minimum before ending his/her contract; · Create coordination mechanisms specific to the team, and Ensure proper supervision; · Identify the training needs of the team and report them to the Health AM;

3. REPRESENTATION OF PUI
ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS · Represent the organization before local actors involved in the implementation of project’s activities in Benghazi, and ensure good relations are maintained with each of them (consistent with PUI principles of neutrality and independence); · Do not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (i.e. External actors, journalists, local authorities) with the Health AM · Under the supervision of the Health AM, in the event of visits from donors to health facilities, participate actively in the preparation and the smooth organization of the visit when requested;

4. COORDINATION AND REPORTING
· Reports concerns or requests from patients or their families about PUI services; · Attend PUI team meetings when required; · Collaborate with other organisations when required; · Provide information to the Health activity manager about health status trends, gaps and needs by the patients treated · Draw up and submit the weekly and monthly activities reports (which should include progress made by the MoH staff) and any exceptional reports in a timely manner to the Health AM; · Assist the Health AM in the development and/or adjustment of current interventions; · |
5. OTHER DUTIES
· Be aware of the security rules and social and political situation in the field at any time and provide feedback to the activity manager. · Follows safety and security rules on-base; · Is responsible of ensuring the respect of COVID-19 protective measures in the implementation of any kind of PUI activities
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
