Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and non-communicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities. PUI is starting a new project aiming to enhance access to quality care for patients suffering from non-communicable diseases at primary health care level. And provision of essential PHC services During emergency health situations .This project will be implementation supposed to provide care pathways for patients including diagnosis, treatment, health education and referrals to public structures in order to follow up on the stabilization of the diseases and to avoid complication. Project location: will be in Cyrenaica Region – Ajdabiya, Benghazi and Al Marj Districts This new project is funded by the Centre de crise et de soutien (CDCS) to Libya. |
Job Description |
Overall purpose |
Under the supervision of the Health Activity Manager and in collaboration with the NCD Mentor Medical Doctor (NCD MMD), the NCD Mentor Nurse Supervises the implementation of national medical protocols by MoH nurses and involved staff thought mentorship relationship in target site (PHCC) in Almarj and urgent interventions in the area of north east of Libya.

Responsibilities and scope of duties |
Programs (mentorship): Ensure proper implementation and monitoring of the health program falling under his/her responsibility through mentorship relationship with MoH nurses, while observing PUI’s health intervention framework, the health sector’s recommendations and WHO guidelines for NCD care.
Representation: Represent the association before partners, authorities and local actors involved in the implementation of medical programs. Coordination and reporting: participate in the coordination process for all activities at the field level and submit activity progress reports to the NCD-MD. |
Specific objectives and linked activities |
1. IMPLEMENTATION AND MONITORING OF NCD PROTOCOLS IN MoH PILOTE SITES (MENTORSHIP)
· Ensure the proper functioning of the medical activities falling under his/her responsibility, and ensure compliance with goals defined in the project proposal/s. Notably, signals any difficulties encountered in activity implementation, and proposes improvements on an as needs basis; · Participate to workshops on NCD national protocols. · In collaboration with the NCD MMD and Health AM, Ensure that proper nursing protocols (vital signs measurement, triage, etc.) are implemented in the intervention sites according to the health care pathways developed under the current grant, national recommendations and WHO international guidelines in terms of non-communicable diseases. · Mentor on daily basis the MoH nurses in the implementation of the national protocols in the targeted health facility; · Ensure regular formative supervisions to MoH staff on the national NCD protocols and good practices to follow; · Oversee and ensure the quality of the technical activities, under the supervision of the NCD MMD and Health AM. He/she must guarantee the appropriateness of all clinical activities in the facilities and their respect for the health policy and framework of operations of PUI; · Ensure, in collaboration with the medical team, that patient care is optimal, and ensures that patients have appropriate management plans; · In close collaboration with the NCD MMD, ensure the proper implementation and monitoring of the referral system for patients that will need specialized care (consultations, investigations etc.); · Ensure that the conditions of delivery of health services are following the standards, reports any dysfunction, or missing equipment or non-compliance to the NCD MMD and Health activity manager; · Contribute health facility’s needs assessments of the nurses in relation to medical equipment, medications and medical consumables, in collaboration with the Medical team and under the supervision of the NCD MMD.; · Perform the Nursing services to beneficiaries when required, during the urgent interventions covering the area of Benghazi district and the neighbouring districts of Ajdabiya and Al-Marj (Cyrenaica region).or other areas if required. · Ensure the dissemination of key health and hygiene promotion messages to the patient and good nursing practices to the MoH supported team

2. COLLABORATION WITH MoH STAFF AND LOCAL STAKEHOLDER
ENSURE THE REPRESENTATION OF PUI BEFORE HEALTHCARE PROVIDERS · Collaborate with local actors involved in the implementation of project’s activities, and ensure good relations are maintained with each of them (consistent with PUI principles of neutrality and independence); · Do not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (ie. External actors, journalists, local authorities) with the Health AM · Under the supervision of the Health AM, in the event of visits from donors to health facilities, participate actively in the preparation and the smooth organization of the visit when requested;

3. MONITORING, REPORTING AND ARCHIVING
· Reports concerns or requests from patients or their families about PUI services; · Attend PUI team meetings when required; · Collaborate with other organisations when required; · Provide information to the Health activity manager about health status trends, gaps and needs by the patients treated · Draw up and submit the activities report (which should include progress made by the MoH staff) and any exceptional reports in a timely manner to the Health AM; · Assist the NCD MMD and Health AM in the development and/or adjustment of current interventions; · Ensure follow-up of epidemiological data recorded in the intervention sites, liaise with the MEAL department within the organization. · Guarantee the implementation of monitoring and evaluations tools, according to the defined needs of the project/s, and under the supervision of the NCD MMD and Health AM; · Ensure proper archiving of all the documents, in collaboration with the MEAL department and the health professionals working in the supported facilities;

4. OTHER DUTIES
· Be aware of the security rules and social and political situation in the field at any time and provide feedback to the Health activity manager · Follow safety and security rules on-base; · Be aware and apply the Internal Regulations (IR) PUI for the mission; · Is responsible of ensuring the respect of COVID-19 protective measures in the implementation of any kind of awareness activities ·
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
