Established in April 1983, IRI is a nonprofit, nonpartisan organization committed to advancing freedom and democracy worldwide by helping political parties to become more issue-based and responsive, assisting citizens to participate in government planning, and working to increase the role of marginalized groups in the political process – including women and youth. IRI maintains a 501(c)(3)-tax status in the United States and receives funding through grants from the U.S. State Department, U.S. Agency for International Development, the National Endowment for Democracy, a number of European foundations and aid agencies, and other Western countries, and the United Nations. Less than one percent of IRI’s funding comes from private donations.
IRI has been active in Libya since 2012 and its program in-country focuses on strengthening democratic governance and peacebuilding at the municipal level.
Project Background
TAQARIB Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. TAQARIB works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold the government accountable. To achieve these goals, TAQARIB will center its activities around four objectives:
- Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
- Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
- Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
- Inform Programming through a robust learning and analysis agenda
Position profile
Under the supervision of the Libya Field Accountant and HR Manager, the Office Assistant will ensure timely and proper communication with various Libyan government institutions, while also providing administrative, HR, and secretarial services to support the Libya program. This post is a local position and to be based in Tripoli and involves some travel to the field in Libya.
Main Tasks
- Providing the Field Accountant and HR Manager general assistance ensuring proper and timely delivery, processing, and collection of letters or documents to and from relevant government departments, Banks and provide final confirmations to the line manager.
- Assist the Field Accountant and HR Manager with the timely preparation and submission of the monthly tax calculations and payments to the appropriate government department.
- Assist the Field Accountant and HR Manager in liaising with and submitting Social Security Fund calculations and payments to the Social Security department on monthly basis and ensuring proper follow-up with said authorities.
- Preparing documents as requested or required for various processes by the local authorities including the drafting or issuance of specific letters and correspondence.
- Assist the Field Accountant and HR Manager with the organization, administration, and filing of program files and relevant documents, including thecollection and filing of documents, physically and electronically.
- Send needed equipment or docs to IRI Taqarib office in Sabha and Benghazi.
- Assist the Field Accountant and HR Manager with updating inventory list (Tripoli – Benghazi – Sabha).
- Follow up on Issuing social security cards for all IRI staff with the Social Security Fund department.
- Perform other tasks and duties as assigned by her/his line manager.Position Requirements
- Libyan citizenship and based in Tripoli.
- Education High School diploma.
- Two years experience in liaison on logistics post.
- Demonstrated experience dealing with public institutions and government agencies.
- Ability to understand and keep elementary accounting records
- English Language is not required.
