Background 

The Libya Economic Acceleration Project (LEAP/Aqfuz) is a newly awarded USAID program implemented by Chemonics International. The goal of the program is to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new future opportunities in reach for a diverse group of stakeholders. LEAP/Aqfuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers. 

  

Purpose 

The Operations and Finance Lead will manage the day-to-day strategic operations and program administration while working under the supervision of the Chief of Party. The Operations and Finance lead is responsible for operational procurements and logistics, financial management and administration, information technology and systems oversight, quality control of project administration, and ensuring full compliance and conformity with USAID rules and regulations, Chemonics’ best practices and policies, and Libyan laws.  

 

Reporting 

The Operations and Finance Lead will be located in Sabha and reports to the Chief of Party in Tunis.

Responsibilities  

  • Oversee all operations including but not limited to administration, logistics, procurement, budgeting, financial management, and property management. 
  • Ensure that program implementation is in accordance with USAID regulations and procedures, the specifications determined in the LEAP cooperative agreement, and Chemonics policies and practices. Coordinate with the Chemonics Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions. 
  • Supervise the daily financial operations of the cooperative agreement, which include: cash flow management; ensuring continuous liquidity for the project; time sheet recording; reporting to USAID on the financial aspects of the project; reviewing and approving transactions in Chemonics’ internal accounting system (ABACUS) and online banking sites; budget forecasting; and daily monitoring of obligations, budgets, and expenditures. Ensure proper stewardship and accounting of funds for all program activities and project operations. 
  • Manage local insurance contracts for property and health plans. 
  • Ensure that a complete and thorough inventory of all project property is up-to-date and that all office equipment is well-maintained. 
  • Ensure that vendors are honoring and maintaining the terms of their respective sub-awards. 
  • Provide human resources oversight, including hiring, benefits management, the performance management cycle, staff care, timesheets, and Chemonics’ policies and procedures. 
  • Responsible for overseeing project-wide recruitment, ensuring collection of proper biodata verification documentation, proper biodata completion, and negotiating salary offers.  
  • Responsible for personnel file management, personnel policies, and providing training and orientation to new staff on these policies. 
  • Ensure performance evaluations for each employee are completed and submitted by supervisors to the COP and operations director annually. 
  • Manage and mentor the Operations and Human Resources Manager, Security Manager, Accountant, and Logistics Assistant.  
  • Provide support and guidance to staff/offices based outside of Sabha (e.g. Tunis, Tripoli) as needed. 
  • Perform any other tasks requested by supervisor. 

 

Qualifications 

  • A bachelor’s degree in a relevant field required. 
  • A minimum of six to eight years in a similar role preferably in the area of operations, finance, and managing and coordinating logistics needs.  
  • Knowledge of Libyan registration, labor law, and other relevant laws and regulations is preferred. 
  • The candidate should be fluent in the Chemonics’ and USAID’s policies and procedures in regards to human resources, financial management, financial reporting, and procurement processes, systems, and grants management. 
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public. 
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message of the project.  
  • Experience working in Libya or other North African, Middle Eastern, or Sahel countries undergoing transition highly desired. 
  • Demonstrated working knowledge of MS Word, MS Excel and other basic computer applications. 
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently. An ability to multitask and work under pressure is desired. 
  • Fluency in both Arabic and English is required.
