About the role
The OM will play a key role in supporting the Chief of Party (COP) in managing day-to-day field presence in the areas of operations, including the program’s facilities, administration, logistics, procurement, budgeting, grant management, and financial accounting.

Operations management on a USAID project spanning managing facilities (office and expatriate housing management); equipment (furniture and information, communication, and technology (ICT) equipment; and program and activities inventories; project vehicles and logistics; administration (human resources management); procurement (operations and project activities); budgeting (operations and project activities), and accounting and financial reporting.
The OM’s workload is generally dominated by the responsibility for managing the projects’s high-volume of high-speed procurements with relatively low individual requisition value and support to activity implementation and operations- and activity- budget management.
Ensure that project implementation is in accordance with USAID regulations, procedures, and the specifications of the contract (task order).
The OM will assess, determine, and monitor awardee worthiness; ensure that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processed, regularly review both the procurement and financial management of each activity under implementation to support activity implementation monitoring.
Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices are being made and procurement speed and cost and delivery efficiency is continually improved
Supervise the daily financial operations of the task order, which includes cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and regular monitoring of incremental funding obligations, activity budgets, and operations expenditure.
Responsible for effective development, maintenance, and updating of ICT equipment and infrastructure to allow seamless communication across offices and staff including connectivity to web-based systems for activity monitoring and evaluation by remotely-based staff, partners, etc.
Provide analysis of the security situation, consult and coordinate with local security forces, manage periodic security awareness trainings and drills with staff. Carry out daily staff checks and report on critical security incidents should they occur.
Ensure continuous liquidity for the project; handle all human resource issues; supervise the day-to-day implementation of all activity awards and direct delivery of goods and services supporting project activities; and investigate and identify new ways of achieving efficiencies from the activity- to project-levels.
Coordinate on all compliance-related issues, seeking legal and policy guidance as required on sanctions, vetting, and ensuring documentation that US foreign policy restrictions are followed and required internal and external approvals, waivers and non-partisan reviews are received.
The OM is expected to have a good grasp of the programmatic aspects of the project and must be prepared to step in as needed to support the COP and other program staff in activity development aspects of the project while staying apprised of the evolution of the local political, legal, security, and socioeconomic situation to support the continuous adaptation and improvement of the project.

About you
Master’s degree
Fluency in English and Arabic is required
Advanced degree in international development, international affairs, economic development, crisis management or a related field preferred
Experience working in Libya or Middle East and North Africa preferred
Prior experience with USAID preferred
Ability to analyze complex, politically sensitive issues and ensure strategic program coherence in dynamic environments
The ideal candidates for this job will be able to demonstrate reliability, flexibility and resilience in a variety of working environments. The following attributes would be advantageous.
At least five (5) years of experience working on donor-funded projects in a related role, preferably with some demonstrated supervisory experience, working in complex, high-speed and challenging field operations in developing countries.
A minimum of two (2) years supervisory experience including supervision of short- and long-term expatriate and host country national staff.
Deep understanding of USAID programs and USAID‘s policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and grants and activity award management.
Experience with a donor, contractor, or international NGO managing an office or program.
Experience working in Libya is desired.
Experience with in-kind grants management and/or small grants under contract programs.
Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out.
Experience with remote management in security-challenged environments.
Experience working in a conflict or transitional state environment.
Fluency in English and Arabic is required.
