Scope of Work

Operations Manager – Libya

Background

The Libya Transition Initiative 4 is a newly awarded USAID program implemented by Chemonics International. The goal of the LTI4 is to establish and manage a quick-response mechanism supporting activities that reinforce stability and build an inclusive and peaceful democratic future

Purpose

The Operations Manager – Libya will be responsible for a wide range of management, reporting, contractual, administrative, and personnel responsibilities while working under the direct supervision of the Deputy Chief of Party – Operations. S/he will help design and provide upkeep for all administrative systems to ensure quality control of project administration and ensure full compliance and conformity with USAID rules and regulations, Chemonics’ best practices and policies, and Libyan laws. S/he will oversee all Operations staff in LTI 4’s field offices in Libya.

Reporting

The Operations Manager reports to the Deputy Chief of Party – Operations.

Location

Libya – Tripoli preferred; other locations may be considered depending on candidate.

Responsabilités

  • Supervise the day-to-day field presence in areas of operations and logistics.
  • Oversee petty cash management.
  • Manage local insurance contracts for property and health plans.
  • Ensure that a complete and thorough inventory of all project property is up-to-date and that all office equipment is well-maintained and through team management, that an adequate supply of consumables is always available in the office. Ensure that vendors are honoring maintenance contract terms.
  • Oversee project-wide recruitment, ensuring collection of proper biodata verification documentation, proper biodata completion, and negotiating salary offers in coordination with the Deputy Chief of Party – Operations. Ensure all program hiring and personnel management actions and benefits conform to Chemonics’ policies, best practices, USAID rules and regulations, and local labor law.
  • Responsible for fully understanding the project’s personnel policies and providing training and orientation to new staff on these policies.
  • Responsible for personnel file management, including overseeing the office vacation/leave tracker.
  • In coordination with the Deputy Chief of Party – Operations and the Operations Manager – Tunis, design and implement staff care and training activities.
  • Undertake other duties as assigned by supervisor.

 

Qualifications

  • A Bachelor’s degree in a relevant field required.
  • A minimum of five years’ experience in operations, human resources and/or managing and coordinating logistics needs. Demonstrated knowledge of all aspects of office management.
  • Knowledge of Libyan registration, labor law, and other relevant laws and regulations is strongly preferred.
  • Demonstrated successful supervisory experience a major asset.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the public.
  • Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program.
  • Strong organizational, management, and administrative skills.
  • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
  • Fluent Arabic and professional English are required.
