Scope of the position

Under the supervision of the Outreach Supervisor or, the Outreach Officer will work, in compliance with CESVI policies and Code of Conduct, closely with migrants, refugees and host community. S/he will be in charge of identifying vulnerable cases, conducting monitoring visits, and awareness sessions, assessing the protection needs in Misurata urban areas.
S/he will work into the framework of the PEERS II project that intends to strengthen protection and resilience of vulnerable and at-risk migrants, refugees and host communities (including Internally Displaced Persons-IDPs and returnees) in Misrata urban areas.

Responsibilities and main tasks:

  • Conduct outreach visits in the community to identify vulnerable families and/or individuals among the host community and the migrants and refugees’ communities in order to establish their protection needs;
  • Organize and conduct home visits to collect meaningful information to determine the eligibility of the beneficiaries to the services provided by CESVI;
  • Coordinate with case management officers in providing the necessary counselling and assistance;
  • Participate in beneficiaries needs assessments to determine protection concerns and responses;
  • Responsible for the assessment, management and follow-up of the host families involved in the community-based care arrangement.
  • Manage and carry out collection, analysis, and interpretation of field data and prepare reports;
  • Organize and conduct CRIs distribution at community level;
  • Coordinate with MEAL team to conduct PDM related visits on the activities conducted;
  • Organize and conduct awareness sessions and dissemination of information on protection principles and services available;
  • Refer cases externally to other organizations for the necessary support;
  • Follow-up on cases referred internally and externally;
  • Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
  • Participate in multidisciplinary teams, trainings and meetings regarding, among others, Child Protection, GBV and PSS;
  • Adhere to Children Safeguarding Policy, PSEA Policy, Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment, and report concerns.
  • Raise awareness of the affected communities about the safeguarding system and how to report concerns.
  • Fulfil any other duties relating to nature of the job as may be requested by the Supervisor for the best development of Cesvi activities.

Reporting to: (Hierarchically and functionally) to the Outreach Supervisor, or in his/her absence to the Field Coordinator .
Duty station: Misrata

Job Requirements

  1. Education: High School diploma and above
  2. Experience: Require practical knowledge and skills, usually acquired through specialized technical experience (1 to 2 years). Previous experience with International NGOs is a strong asset.
  3. Interpersonal skills: Basic communication skills
