Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France. Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionally, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities. |
Job Description |
Overall objective |
Under the supervision of the Area Programme Manager, the Outreach & Training Activity Manager is in charge of developing and ensuring the good implementation of Outreach activities in PUI’s area of intervention.
Outreach activities must be seen as part of a holistic response adopted by PUI’s in its area of intervention. Indeed, Outreach activities will be integrated into the current PUI’s approach, which includes activities aiming at improving access to water, waste management, and supply of solar panels. This intervention aims to provide assistance to the most vulnerable populations and ensure that persons in need have access to safe and dignified services and full respect for their rights.
The Outreach Activity Manager is responsible of all the programme management aspects: – Planning and supervision of outreach and training activities – Project monitoring and reporting – Management of the Outreach team – Supervision of the awareness activities/trainings – Coordination with stakeholders and partners

Tasks and Responsibilities |
– Project planning and implementation: H/She is responsible of activity planning and implementation
– Project Monitoring: H/Sheexpected to follow-up and monitor program quality and impact. He/she contributes to ongoing capitalization efforts regarding program methodologies, lessons learned and challenges. He/she contributes to the adjustment of current interventions or/and development of new interventions on the basis of identified needs. – Reporting and development: He/she is responsible for the qualitative production of internal and external activities’ reports. – Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PUI’s sectorial representation in the area in which he/she is responsible for among partners, donors, authorities and other stakeholders. He/She expected to participate in the Ad Hoc relevant meetings. She/he ensures efficient coordination with the other departments of the PUI office. – Logistics and Finance: She/he coordinates with PUI Logistics and Admin/Finance teams to mobilize effectively the resources allocated to the program supervised, including forecasting any adjustments needed, taking into consideration the determined budget and compliance with logistics and administrative procedures. He/she is responsible for the activity budget lines of his/her project budget and for following up on the expenditures while providing a monthly budget forecasts. – Safety and Security: He/she contributes to compliance with safety rules within the mission, especially by the program team under his/her management, and communicates any security/safety-related information to the base Security Focal Point. |
Specific Goals and Related Activities |
Activities implementation
– Routinely supervises the Outreach teams and awareness activities to raise awareness among the target population on inclusive access to basic services. – Ensure the efficient and effective implementation of Outreach project activities within the area of interventions: Identification and referral of vulnerable populations, awareness sessions, local initiative mapping, assessment of local initiatives capacities and support of local initiatives in terms of capacity building and development. – Ensure compliance of outreach activities with International Standards of Operations Procedures used in the Protection Sector. – Identify the training needs of the targeted Municipalities and supervise their implementation – Ensure the project work plan is fully understood and followed by the team on a regular basis. – Participate in the efforts of safe programming strategy in the mission and provide technical support to all other PUI operational departments (Protection mainstreaming) – Inform His/her line manager of any relevant issue related to the project implementation.

PROJECT MONITORING
– Participate in the development implementation, and regular updating of project monitoring tools – Ensure the proper data collection, follow-up, processing, and analysis related to Outreach programs with the support of relevant technical coordinators and the MEAL Department. – Coordinate with the MEAL department to monitor the data protection protocol and the confidentiality of all collected information. – Ensure the respect of data protection principles and information sharing systems by the team. – Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the protection project activities – Participate in the development of mechanisms of complaints and feedback among communities – Capitalize lessons learnt and good practices throughout the project

REPORTING: – Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements – Participate in the writing of donor’s reports (intermediary and final reports)

REPRESENTATION AND COORDINATION:
– In coordination with his/ her line manager, represent PUI in the project area with any relevant stakeholders, local, national, and international partners, local community representatives, and civil society organizations, in order to facilitate the implementation of the project’s activities; – Work in close coordination with relevant staff in other PUI departments to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming; |
SAFETY AND SECURITY:
– Ensure that the safety and security rules are known and respected by his/her team; – Contribute to data collection on safety and security issues in his/her field of operations and disseminate them, regularly or on an ad-hoc basis if urgent. – Ensure that projects and methodologies do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the line manager without delay, in case of impending danger to teams or beneficiaries. |
