NGO PRESENTATION:
HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced and returnees’ persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;
Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.
In June 2020 HI also started a one year project entitled ‘Strong And Loving Active Minds’ (SALAM) to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.
HI is also involved in Humanitarian Mine Action (HMA) activities. As a response to increased ERW related accidents, HI is also currently resuming its Risk Education activities in greater Tripoli since November 2020.
The employee will be mandated for the following mission:
GLOBAL OBJECTIVE OF THE POSITION:
Under the responsibility of the Project Officer, the Physiotherapy Trainer (PT Trainer) will ensure the quality of physiotherapy service delivered by Handicap International to its partners’ to vulnerable population
RESPONSABILITIES AND TASKS DESCRIPTION
Needs assessment for equipment
- Participate in making needs assessment for equipment from the First Responders team and the Trauma Care Units targeted.
- With the Rehabilitation Technical Specialist and Supervisor support, identifying equipment and supplies needs for the rehabilitation professionals.
- Support in the procurement process in the quality verification phase.
Awareness-raising
- Work with Rehabilitation Technical Specialist and Supervisor and MHPSS technical team to develop a comprehensive awareness-raising package: including guidelines resources, preparation of materials, case studies, and presentations for the awareness-sessions
- Support the PO in ensuring effective logistic of awareness-raising sessions and other activities
- Provide qualitative awareness-raising sessions, in line with HI standards, on your field expertise to 1) improve the knowledge of the emergency health professionals on the need to provide early rehabilitation services for injured people early in the health care pathways, 2) improve the access to rehabilitation services and health care for persons potentially facing restrictions of access to health because of their status and vulnerability and 3) adequately refer to suitable service providers on timely manner.
Preparation for trainings
- Participate in making assessments of First Responders and Trauma Care Units rehabilitation professionals.
- With the Rehabilitation Technical Specialist and Supervisor support, identifying training needs for the rehabilitation professionals.
- With Rehabilitation Technical Specialist and Supervisor support to develop a training plan schedule in line with HI standards.
- Work with Rehabilitation Technical Specialist and Supervisor and MHPSS technical team to develop a comprehensive training package: including guidelines resources, preparation of materials, case studies, and presentations for the training
Training and Capacity Building
- Support the PO in ensuring effective logistic of training sessions and other activities
- Provide qualitative training, in line with HI standards, on your field expertise to improve rehabilitation services and promote the importance of early rehabilitation; to identified rehabilitation professionals according to training plan, with the support of Rehabilitation Supervisor.
- Provide on the job coaching to identified rehabilitation professionals on rehabilitation skills (including working in pair with the rehabilitation professionals as part of their on the job training)
- Provide support to the rehabilitation department to improve its development and the promotion of importance of early rehabilitation care, in collaboration with PO and Rehabilitation Supervisor.
Monitoring and Reporting
- Conduct regular monitoring assessing the quality of the care provided by the trained rehabilitation professionals.
- Report after each trainings (attendance sheet, pre-post-test etc.)
- Report any technical issues faced to PM and Rehabilitation Supervisor along with suggestions for improvements
- Provide relevant feedback and analysis on the impact of the trainings.
- Contribute to the analysis of the data extracted from project monitoring tools, in close collaboration with the project officer and project manager.
- Submit data required for reports, monthly reports and updates as required.
Coordination and Communication
· Strong link with the Rehabilitation Supervisor and technical coordination is maintained with regular communication
· As you are an HI representative in the facility, ensure appropriate and effective communication and collaboration with other staff in service.
· As requested by PM, provide direct PT to persons with need on the site of intervention, with supervision from Rehabilitation Supervisor.
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
REQUIRED PROFILE
Education
- Degree diploma in Physiotherapy
Experience
- At least 3 years of experience in rehabilitation management for persons with injuries in emergency setting.
- Experience as a trainer of adults in field of expertise
- Experience in supervision and/or development of IEC material desirable
Personal qualities
- Strong communication and creative facilitation skills
- Strong reporting skills
- Strong organizational and supervisory skills
- Excellent interpersonal skills
- Ability to work under high pressure
- English and Arabic mandatory (oral and written)
- Basic computer skills demonstrated experience in utilization of Microsoft Office – Word, Excel and PowerPoint in particular.
