Org. Setting and Reporting

This position is located within the Political Affairs Service of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief PAS.

On 15 September 2020, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) for one year, through resolution 2542 (2020). The Security Council has tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilise post-conflict zones, including those liberated from Da’esh xii) support the consolidation of economic arrangements, including support for economic reform in collaboration with the international financial institutions.

Responsibilities

Within delegated authority, the Political Affairs Officer may be responsible for the following duties:

Political Analysis and Advice
– Identifies, analyzes and monitors political and economic developments, trends and emerging issues in the country, according to UNSMIL’s mandate and assigned portfolio, including the process of reunification of institutions and overall economic policy.
– Assess implications of political developments and make recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives.
– Maps local conflict dynamics and make recommendations for mitigation measures aimed at their mediation and/or resolution.
– participate in meetings and ad hoc committees, facilitate committee meetings, report on proceedings and outcomes, and recommend strategies.

Reporting and Information Management
– Prepares summary and analytical reports including, but not limited to, situation reports, briefing notes, options’ papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other Bodies.
– Prepares contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Manage information to ensure its accessibility and utility.

Planning, Coordination and Facilitation
– Develops and maintains collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, and other national and international partners on information-sharing, policy and coordination matters.
– Consults and cooperates with partners to develop strategies and plans of action to address political/economic/security challenges, in pursuit of shared objectives.
– Supports preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for senior UN officials; Participates in fact-finding –and other- missions; Prepares written summaries of meetings/visits and assists with follow-up activities, as appropriate.
– Contributes to the formulation and implementation of the work plan of the Political Affairs Service and carries out, in consultation with the Chief of the Political Affairs Service, administrative functions relating to the staff planning and budget on the issues/portfolios assigned.

– Provides operational support to peace and political negotiations.

– Performs other relevant duties as required

Education

Advanced university degree (Master’s degree or equivalent) in political science, economics, international relations, social sciences, law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree

Work Experience

A minimum of seven years of progressively responsible experience in political affairs, economic policy diplomacy, conflict resolution, or related field is required.
Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.
Proven experience in political economy analysis in political transition context is required.
Proven experience of providing analysis and advice is required.
Relevant Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or nongovernmental organization- in a conflict or post-conflict setting is required.
Work experience in/on the Middle East and North Africa region is desirable.
Experience in research and report writing is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required and knowledge or Arabic is desirable.
