Job Description
The Procurement and Logistic Officer is responsible for developing, managing and monitoring purchase/works procedures and procurement/logistic actions related to the action in Libya. He/she will support the safe and efficient delivery of programme activities in the designed areas of operations.
Tasks:
All the following tasks will be conducted under the direct supervision of the Country Admin in collaboration with the Procurement Officer and Logistician in Tunis, under the overall supervision of the Head of Mission of CEFA.
- Ensure that a transparent and responsive procurement process is implemented and maintained at country level in compliance with CEFA and donor-specific policies and regulations, generating all the documentation needed and requested from Corrdination Office in Tunis.
- Conduct pre-award evaluations for purchase and agreements and prepare the necessary supporting documentation.
- Establish and maintain ethical and professional working relationship with suppliers; verification of offers, delivery notes, reports, certificates, purchase orders, invoices and payments follow ups.
- Maintain supplier list database information updated; monitor current local market conditions and local supply sources to optimize supply.
- Follow up with deliveries (service, works and supply) ensure that they match the technical specifications and are delivered to the correct location safely timebound.
- Support in the coordination of transportation and the delivery of procurement and inventory; maintain signatory schedule for purchase and payment authorizations
- Support to procurement and logistics requests related to supplies, materials for the project activities
- Inform Senior Management Team of procurement and logistic-specific issues, problems and suggest improvements.
- Provide regular inventory assessment for the different items stored within the CEFA projects and premises.
- Ensure the management of CEFA offices in Libya, communication with service providers (office rent, internet company, cleaning, car rental, etc..).
- Maintain paper and electronic backup documentation for all procurement and logistic actions.
- Ensure regular and effective communication with the Country Admin and the Procurement Officer and Logistician in Tunis.
- Inform and update the Head of Mission on national issues/news/pubblication that can affect CEFA interventions in Libya and CEFA staff security, safety and movements.
- Prepare reports as required.
- Perform other duties as requested by the Senior Management Team.
Job Requirements
Experience and technical competencies:
- Minimum 2 years of working experience with an international NGO, UN Agencies.
- Around 2 – 3 years in Logistics, Supply Chain and Procurement Management capacity.
- Proficient in skills (MS-Excel, MS-Word, Outlook, etc.).
- Able to work with tight deadlines and under minimum supervision.
- Excellent communication skills and detail-oriented.
Education:
- Bachelor’s or Master’s degree in Business Administration, Economic, Human Resources, or other related disciplines.
Languages:
- English and Arabic required.
