About the Job
Overall Purpose of the Job: The Procurement Officer is responsible for developing and monitoring purchase/works procedures for the action in Libya.
Tasks:
All the following tasks will be carried out under the direct supervision of Financial manager and the collaboration of Local Administrator and area coordinator, under the overall supervision of the Head of Mission of CEFA and the project manager in Libya.
- Ensure all the procurement processes and systems are followed all the time; coordinate and execute all country level procurement services;
- Implement and maintain standard procurement policies and procedures and ensure that the procurement is carried out in compliance with CEFA and donor-specific policies and regulations.
- Conduct pre-award evaluations for purchase and agreements and prepare the necessary supporting documentation.
- Ensure that a transparent and responsive procurement process is implemented and maintained, generating bids analysis, purchase orders and payment requests.
- Establish and maintain ethical and professional working relationship with suppliers.
- Maintain supplier information for regularly purchased items; monitor and analyse current local market conditions and local supply sources to optimize supply;
- Receive goods or services from suppliers and ensure that they match the required quality and are delivered to the correct location safely and within the agreed time frame for services and field goods;
- Plan and manage the stock supplies according to local constrains;
- Prepare, manage and track purchase orders, agreements with consultants and subcontracts;
- Inform PM of procurement-specific issues, problems and suggest improvements;
- Provide regular inventory assessment for the different items stored within the CEFA projects;
- Maintain paper and electronic backup documentation for all procurement actions;
- Prepare solicitations for goods and services as needed by the project;
- Ensure regular communication with the Logistic Officer and Local Administrator;
- Prepare reports as required;
- Perform other duties as requested by the PM;
Required:
Experience and technical competencies:
- Minimum 2 years of working experience with an international NGO, UN Agencies.
- Around 2-3 years in Logistics, Supply Chain and Procurement Management capacity.
- Proficient in skills (MS-Excel, MS-Word, Outlook, etc.).
- Able to work with tight deadlines and under minimum supervision.
- Excellent communication skills and detail-oriented.
Education:
- Bachelor degree in Business Administration, Economic, or other related disciplines.
Languages:
- English and Arabic required.
