Org. Setting and Reporting
This position is located within the Procurement Unit in the Ceasefire Monitoring Component Support Office of the United Nations Support Mission in Libya. The position is located in Tripoli, Libya and will be moved to Sirte, Libya when conditions permit or when authorization is received from the OiC, Head of Mission, or the Chief of Mission Support. Tripoli and Sirte are both classified as a Hardship “E” duty station and a non-family duty station.
On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan owned ceasefire monitoring mechanism including through the facilitation of confidence building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.
Responsibilities
Under the supervision of the Chief of Unit, procurement Officer and overall supervision of the Chief of Mission Support, the Procurement Officer will be responsible for the following duties:
• Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions;
• Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle;
• Oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations;
• Establishes and maintains work program and schedule for ongoing contracts and newly planned ones;
• Participates in negotiations with senior supplier representatives; approves and signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized limit, prepares submissions to the Senior Procurement Officers or to the Contracts Committees for review and subsequent approval by the authorized official;
• Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services;
• Provides inputs in formulating strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects;
• Contributes to the identification of new technologies, and products/services, evaluates and recommends potential supply sources;
• Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;
• Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.;
• Provides guidance to, and may supervise, new/junior staff.
Competencies

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A technical or vocational certificate in business or public administration, commerce, engineering, law, or related fields is required.
A professional certification such as CIPS Level 4 or equivalent is required.
SCOR-P Endorsement certificate is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible professional experience in procurement, contract management, administration, or related area is required. The minimum years of relevant work experience is reduced to 5 years for candidates who possess a first level university degree.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
Assessment
