Project description The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Libya since 2005. GIZ has been carrying out projects on behalf of the German Government since 2011, apart from in 2014 due to the civil war. In view of the fragile security situation in the country, GIZ’s Libya Programme is managing these projects from Tunisia for the time being. GIZ runs an office in Tripoli for the work on the ground.

In this context, GIZ Libya is looking for a Procurement Specialist to be based in Tripoli – Libya.

Tasks of the Procurement Specialist With guidance from the Administrative Manager, the Procurement Specialist is expected to perform the following tasks:

 

1. Procurement

·         Advising project staff on all the issues related to the selection, preparation, and conclusion of contracts.

·         Providing lists of documents required for the conclusion of the contract.

·         Supporting procurement processes of the projects, including monitoring of the market, the identification of suppliers, the publication of tenders in Libya, receiving quotations from local bidders etc.

·         Managing and documenting direct purchases handled in Libya (below 1000 Euro)

·         Management of the table with all the ongoing local contracts handled directly.

·         Tracking and timely informing colleagues about the new and expired framework contracts for services in Libya.

·         Timely informing colleagues about the expiry date of contracts that have been made via projects, country office or headquarters.

·         Processes complaints.

·         Management of B- and E-files, filing of contract files in GIZ Data Management System (DMS).

·         Prepare, support or manage internal controls in the procurement area.

·         Quality check and support in the preparation of all contract-related documents (placement procedure, determination of procurement procedures, fee agreement, price comparison, etc.)

·         Preparation of tenders, including service agreements, and purchases materials and equipment in accordance with GIZ rules.

·         Maintaining data relevant for procurement and tenders.

·         Checking of invoices for goods, vouchers, payment instructions and complaints.

 

2. Customs declarations

·         Prepare and submit all necessary documents required for duty-free import of goods.

·         monitor and control all deliveries made by ship.

·         Monitors the release of goods and further processing.

·         Coordinates the collection of goods.

·         Enters information in the customs declaration database, prepares statistics if needed.

 

Qualifications and Professional experience

 

·         BA in business administration, recognised commercial diploma in business administration.

 

·         At least 3 years’ professional experience in a comparable position.

Other knowledge, additional competences

 

·         Outstanding knowledge of purchasing.

·         Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).

·         Willingness to be proactive and to take personal responsibility.

·         Very good knowledge of the English language.

·         Good management and organisational skills.

·         Capacity for teamwork.

·         Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

  The Procurement Specialist will

·         be based in the GIZ Libya Office in Tripoli.

·         travel abroad on missions and for trainings.
