Context:
Under the overall supervision of the Programme Manager (Community stabilization) and the direct supervision of the Project Officer, the Programme Assistant will perform the following duties:
Core Functions / Responsibilities:
- Support the Community Stabilization (CS) Project Officer in implementing the Community Stabilization Project portfolio in close coordination with relevant Project partners, such as governmental authorities, national and international agencies and diplomatic missions, working groups and partner NGOs.
- Provide technical inputs for the effective implementation of the projects through developing work plans, objectives, and plans for monitoring and evaluation of the process, and resolving all challenges that arise in the process.
- Identify risks and challenges to the ongoing operations of the projects and provide suggestions to the CS Project Manager and Project Officer and implementing partners on mitigation activities
- Provide updates to the CS Project Officer on progress and, where relevant, additional needs in relation to the project implementation and follow up activities.
- Ensure regular communication with field staff and Project Officer, including timely submissions of reports, meeting minutes, tracking tools, and documentation of beneficiary data.
- Assist in liaison work with local government officials with the aim of fostering closer working relationships in the implementation of the community stabilization activities.
- Assist in the effective implementation of the overall Community Stabilization activities in the area of operation to facilitate the delivery of planned assistance to the beneficiaries within the timeframe.
- Monitor the performance of Implementation partners, including financial tracking, information management and reporting.
- Conduct regular activity site visits and provide recommendations for effective and efficient implementation of the activities.
- Support CS Project Officer in ensuring that synergies are built with active programs in Libya in order to synchronize all the activities carried out under different service areas.
- Support CS Project Officer in applying IOM standards procurement, logistics and financial procedures in the implementation of the community stabilization project.
- Coordinate with partners in the development and implementation of capacity building activities for staff, beneficiaries, community structures’ members and government institutions staff related to community stabilization.
- Coordinate with partner NGOs, community representatives and local government officials the preparation and implementation of project activities.
- Coordinate and plan the collection of successful stories of the beneficiaries and share with PI unit.
- Perform other such duties as may be assigned.
Required Qualifications and Experience
Education
- University degree from an accredited educational institution in Accounting or other relevant degree, with minimum three years relevant work experience
- High School Certificate in combination with five years of relevant professional experience
Experience
- Good knowledge of experience in software development using the following tools: SQL Server, SQL Server Reporting Services (SSRS), ASP.NET, Microsoft .NET Framework and MS Power BI.

- Demonstrated ability to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds.
- Ability to present ideas in a user-friendly language to non-technical staff and end-users knowledge of an issue-tracking system an advantage.
Languages
- Fluency in English and Arabic is required
- Working knowledge of French is an advantage
