ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) Libya collaborates with national and local authorities, institutions, United Nations agencies, non-governmental organizations, civil societies, International Financial Institutes, research institutions, academia, private sectors, and other partners. In addition, WFP Libya looks at opportunities for regional partnerships, particularly concerning the ongoing migrant crisis and climate change.
Partnerships contribute to shared objectives and deliver increased efficiency and effectiveness. WFP’s approach to partnering is rooted in solid principles and a consistent understanding of the value of partnership and is responsive to the different strengths, weaknesses and needs of various partners.
To provide field-level technical support, quality assurance and supervision to WFP’s existing and potential cooperating partners, government counterparts and other stakeholders, WFP Libya Country Office is looking for an experienced Programme Associate for Cooperating Partners (CPs)/Government Liaison based in Tripoli under the direct supervision of the Head of Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Associate for CPs/Government Liaison will be responsible for the following duties (not all-inclusive nor exhaustive):

  1. Proactively contribute to a partnerships portfolio, including partner profiling and outreach activities, to maximize resources and leverage policy and technical support for WFP’s work;
  2. Proactively facilitate the development of Field Level Agreements, Memorandum of Understanding, Letters of Agreements, Data Sharing Agreements for programmatic activities through a due diligence process following the standard operating procedures and the latest guidelines and document the processes;
  3. Produce the quarterly Partnership dashboard and CP mapping to support partner visibility and ensure partner conditions are met;
  4. Draft quality briefs and proactively highlight strategic issues to senior staff to inform the best course of action and nurture partnership growth;
  5. Prepare data to present managers with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis to enhance the impact of WFP’s work and diversify the resource base;
  6. Provide technical support and assist in the development and implementation of various partnership-related activities and processes within the specific area of work, supporting alignment with broader programme policies and guidelines;
  7. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing partnership activities, liaison and performance;
  8. Support the capacity building of WFP staff, cooperating partners and national/local government within the specific technical areas and cross-cutting issues such as conflict sensitivity, inclusion of disabled persons, gender equality, protection, security and others while assisting them in understanding and following standard operating preparedness practices within the partnership-related areas;
  9. Act as a point of contact for the resolution of a range of partnership-related queries and problems within the scope agreed on with the immediate supervisor;
  10. Use socio-political insights to support the managerial actions for WFP’s effective positioning vis-à-vis national governments, regional and international institutions to influence the policy agenda;
  11. Attend and/or support events and conferences on behalf of Partnerships;
  12. Perform any other duties required.

DELIVERABLES AT THE END OF CONTRACT

  1. Memorandum of Understanding with Government partners duly signed by WFP and concerned Government partners;
  2. A briefing document on actions taken and progress attained in building partnerships with Government partners over the course of the contract.
  3. Field Level Agreements (FLAs) duly signed by WFP and Cooperating Partners in a timely manner;
  4. Capacities of WFP’s existing and potential partners evaluated and documented and Improvement Plans for partners developed and discussed with concerned partners;
  5. Food assistance requests and budget expenditures from Cooperating Partners and Government partners tracked and analysed;
  6. Standard Operating Procedures for FLAs kept updated and the briefing sessions organised for WFP staff;
  7. Quarterly Partnership dashboards issued with close tracking on the outstanding items;
  8. Opportunities for partnership and complementarity analysed and mapped;
  9. Capacities of WFP’s existing and potential partners strengthened through regular refresher training sessions on programmatic themes and cross-cutting issues;

Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

 

Experience:

Six or more years of experience in programmatic works and partnership-related works; Other experience in working with UN agencies, national government, experience in capacity strengthening to government counterparts, experience in partnership management-building will be considered assets. Further, it is desirable to have;

  • facilitated communication with technical teams (i.e. nutrition, vulnerability assessment, livelihoods);
  • contributed to implementation of programmes;
  • observed or assisted with policy discussions;
  • general knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background;
  • strong written and oral communication skills, including substantive analysis and report writing skills;
  • knowledge of UN/WFP specific processes and systems, such as UN Partner Portal;
  • experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders;

Knowledge & Skills:

  • Functional use of Microsoft Word, Excel, Outlook and PowerPoint are required.
  • Strong written and oral communication skills are required.
  • Skills to facilitate meetings with partners, including governmental partners, UN partners, civil society organisations and private sector partners, are required.
  • Knowledge of UN processes and systems is desirable.

 

Language:

Fluency in both oral and written communication in English and Arabic.
