Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Programme Manager to lead the implementation of Economic Recovery, Protection and Community Safety ( Peacebuilding) programs in Western Libya.

The role will focus on coordinating and leading the implementation of programmes across multiple sectors including ensuring the programme management tools are up to date and appropriate, that coordination and communication is occurring in a positive and productive manner across teams to ensure the effective and quality delivery of progammes. The role will be highly involved in coordination externally with stakeholders in Libya in order to gain access for programme delivery.
Main duties and responsibilities :
- Oversee and coordinate the planning, implementation, monitoring, reporting, and quality assurance of Protection, Economic Recovery, and Community Safety (Peacebuilding) programmes in Western Libya. Ensure alignment of programme activities with organizational goals and donor requirements.
- Lead and oversee the management of the programme implementation teams, including recruitment, capacity development, accountability, and performance, fostering a positive and collaborative work environment.
- Supervise the timely execution of projects across Western Libya, fostering coordination between support services department and programme implementation teams. Provide guidance and support to programme implementation teams to ensure objectives are met effectively and efficiently.
- Enable and oversee the implementation of short-term and operational policies or activities within the operation area. Ensure compliance with organizational policies, procedures, and best practices in programme implementation.
- Foster and maintain productive and accountable relationships with beneficiaries, community leaders/representatives, local/national civil society actors, local authorities, international NGOs and UN agencies.
- Serve as a liaison between the organization and external stakeholders, including donors, and represent the organization in external engagements as assigned by the Senior Management Team (SMT). This entails fostering alignment of efforts, cultivating partnerships, and representing the organization professionally and effectively to advance its objectives.
Project Implementation:
- Oversee the timely and quality implementation of Protection, Economic Recovery and Community Safety (Peacebuilding) programmes across Western Libya, ensuring adherence to budgetary constraints, alignment with donor requirements and organizational goals.
- Collaborate with support services manager to coordinate programme operations effectively.
- Lead communication and coordination between support services departments, safety and security department, and programme implementation teams in collaboration with the Area Manager.
- Conduct and supervise weekly project update and movement meetings.
- Develop Detailed Implementation Plans, including activity work plans, budgets, HR, and procurement plans.
- Ensure accurate and regular input and updating of project management tools.
- Coordinate with DRC’s Safety team to facilitate the safe movement of project teams to implementation sites.
- Support Programme Coordination and Field Team colleagues in identifying areas for collaboration and integrated programming between teams and sectors.
- Contribute to the development of new programme initiatives as requested by the Area Manager or Head of Programme.
- Ensure programme implementation is responsive to community and partner needs and aligns with DRC and Core Humanitarian Standard principles and values.
- Contribute to the development of the Country Strategy including integrating mainstreaming elements such as gender and inclusion into programme implementation.
- Ensure protection mainstreaming as needed
- Ensure that the programme is implemented in a conflict-sensitive manner and that the capacities of the programme implementation staff are strengthened in conflict-sensitive programming.
- Ensure compliance with DRC’s Code of Conduct throughout the project cycle.
Monitoring Evaluation Accountability and Learning
- Lead the ongoing data collection and support analysis related to all program activities in coordination with Programme Coordination Unit and MEAL team.
- In coordination with the Programme Coordination Unit and MEAL team, input into the development of M&E tools & roll-out the tools/processes to measure program quality and impact.
- Monitor program objectives, outputs, indicators and activities according to project and organizational monitoring commitments– ensuring team deliverables remain on track as per agreed donor commitments.
- Ensure timely and quality reporting to donors in accordance with project agreements and donor requirements, coordinating with relevant teams to gather necessary data and information.
- Review and finalize donor reports to ensure compliance and quality standards are met. Serve as the focal point for addressing donor inquiries and requests related to project implementation and reporting.
Representation
- Represent DRC to donors and external actors during programme visits, in coordination with the Area Manager, Head of Programme, and Country Director.
- Lead project kick-off meetings with local authorities and stakeholders in coordination with the Area Manager and relevant programme implementation teams.
- Assume responsibility for external representation in the absence of the Area Manager or international colleagues during periods of remote management.
Team and People Management:
- Manage direct reports and oversee all programme implementation staff, including recruitment, development, accountability, people planning, and performance.
- Foster a positive, collaborative, and enabling work environment.
- Provide proactive staff capacity building and ensure performance reviews are conducted regularly.
About you
To be successful in this role, we are looking for an individual with management experience, strong inter-personal skills to communicate with a variety of stakeholders and across teams and motivation and passion to ensure high quality, accountable implementation of humanitarian, nexus and development programmes. Moreover, we also prefer you to possess the following:
Required
- A minimum of 5 years of progressive experience in project and/or programme management with an international NGO or UN Agency, demonstrating a solid understanding of humanitarian principles and practices.
- Proven track record of at least 3 years of successful team management experience, including recruitment, capacity development, and performance management.
- Demonstrated practical experience in implementing projects, preferably in the field of Protection and within a conflict-affected context.
- Previous experience working in context of mixed migration flows and internal displacement with preferably good knowledge of the protection issues affecting people in a situation of forced displacement or migration
- Knowledge and understanding of the conflict and displacement context and dynamics in Libya.
- Experience in budget management and ensuring financial resources are effectively allocated and utilized in line with donor requirements.
- Previous experience engaging with multi-sectoral teams in complex operational environments, ensuring effective coordination and collaboration.
- Experience in engaging with external actors, including donors, local authorities, civil society, international NGOs and UN agencies, in a professional and effective manner.
- Strong drafting skills and the ability to write high-quality donor reports and project proposals.
- Strong diplomatic skills and the ability to communicate effectively with a diverse range of stakeholders, including beneficiaries, community leaders, local authorities, civil society, international NGOs, and UN agencies.
- Proven ability to manage and motivate a diverse team of staff, fostering a positive, collaborative, and enabling work environment.

We offer
Contract length: 6 months and it is extentable based on performance and fund availability.
Designation of Duty Station: Tripoli, libya with regular travel within Western Libya and to Tunis.
Start date: 09.June.2024
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of national Employment.
