Context:

Under the overall supervision of the Chief of Mission, the direct supervision of the Deputy Chief of Mission (DCoM), and in close coordination withthe Labour Mobility Division (LMD) at Headquarters (HQ) and the relevant Regional Thematic Specialist (RTS) in the Regional Office (RO) in Cairo, the Programme Manager (Labour Mobility (LMD)) will be responsible for effective coordination and management of the Labour Mobility and Regular Pathways programming of IOM Libya Country Office (CO).

The Labour Mobility programme contributes to capacity enhancement in labour migration governance by offering policy and technical guidance, supporting the development of strategies, legislation and administrative structures that promote efficient and transparent labour mobility flow in Libya.

Core Functions / Responsibilities:

  1. Manage and coordinate the Labour Mobility programme activities of IOM Libya CO and oversee implementation, reporting, monitoring and evaluation of relevant projects in a timely manner and in close coordination with relevant colleagues and implementing

  1. Manage and monitor budget and resource utilization for Labour Mobility and related projects in close coordination with the CO’s Resources Management Officer (RMO) and Project Development Support Unit (PDSU).

  1. Prepare and coordinate inputs for and submit interim and final project reports in a timely manner to donors in coordination with

  1. Supervise and manage Labour Mobility programme staff and monitor project progress to document and evaluate results, increase effectiveness and recommend appropriate actions within the

  1. Support and develop strategies towards strengthening regular pathways and labour migration management in Libya and the integration of migration into national and local development strategies in close collaboration with the Libyan Ministry of Labour and other relevant

  1. Lead the development programmes and projects to promote safe and regular pathways and labour mobility to Libya and identify anticipated synergies between thematic areas in close coordination with other programme managers, particularly on regularization, inclusion and integration of migrant worker and private sector engagement and promotion of decent work with respective thematic leads at Libya CO and coordination with the

  1. Serve as thematic technical resource and deliver trainings and capacity building initiatives for IOM personnel in the CO and for government officials as

  1. Oversee the design and review of research initiatives focusing on, amongst others, good practices on labour migration management, labour market assessment, analysis of bilateral labour agreements, mainstreaming migration into development strategies as

  1. Liaise with and provide technical advice and information to relevant government authorities and other bodies including civil society and private sector to further build their capacity to manage labour mobility and regular

  1. Ensure proper visibility of Labour Mobiity project initiatives throughout project implementation periods, in coordination with the DCoM and the Communications Unit of IOM

  1. Consolidate and analyse key labour migration trends in Libya; identify emerging issues and develop inputs for regional thematic policy documents guidance notes and reports; prepare talking points, presentation materials, and Op-ed articles on key events and forums as

  1. Provide support in fostering partnerships and contribute to the development of and implement agreements with key strategic partners including UN relevant Agencies working on Economic Recovery, Developent, such as United Nationa Development Programme (UNDP), International Labour Organization (ILO), African Development Bank, as well as private sector and other This shall include the development of position papers, visibility materials and joint studies.

  1. Manage Libya CO’s contribution in the intersection of migration, employment, education, and development to create and reinforce effective bilateral and multilateral cooperation on skills-based mobility

  1. Contribute to effective knowledge management on Labour Mobility within IOM Libya by developing tools and systems that allow effective dissemination of information and

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, Development Economics, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional

Experience

  • Demonstrated expertise in the thematic area and relevant to project development;
  • Experience in labour migration and human development programmes for migrants and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues specifically related to the Central Mediterranean Route and related issues; and,
  • Knowledge of the region is an

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the organization; and,
  • Knowledge of UN and bilateral donor

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
