Context:

Under the overall supervision of the Migration Health Coordinator and the direct supervision of the Project Officer (Migration Health), Manager, and administrative guidance/supervision from the Head of IOM Libya Benghazi Sub-office, the successful candidate will be responsible for assisting on a wide-range of issues associated with organization and implementation of the project activities particularly the capacity building and coordination components.

Core Functions / Responsibilities:

  1. Assist the field coordinator and the activites of MHU (Migration Health Unit) in the east of Libya and its implementation; assists in monitoring the work of partner organizations and related civil society actors; this involves the provision of overall administrative support, preparing purchase requests, payrolls, requests for payment;
  2. Assist the Field Coordinator & MHU to liaise regularly with the Government of Libya as necessary and other designated agencies and authorities;
  3. Support in the implementation and general coordination of the project activities with the relevant government ministries in Libya;
  4. Help in project documentation and information, support the preparation of informal Arabic and English translations of documents as well as acting as an interpreter as requested by the Migration Health Coordinator;
  5. Maintain confidentiality and the right to privacy concerning confidential information;
  6. Support the monitoring of delivering services by IOM implementing partners from local NGOs and CSOs.
  7. Support in monitoring status of the project, compile, summarize and support preparation of clear and concise reports of all activities undertaken;
  8. Assist in keeping hardcopy and electronic information systems in placed, particularly the essential notes of all required monitoring, implementation, and coordination activities;
  9. Assist in raising purchase requests and necessary logistical support in organizing project activities such as meetings, workshops, training, or study tours; and also do necessary follow up for the invoices within the project deadlines to capture expenses; Perform such other duties as may be assigned.
  10. Undertake any other duties within the incumbent’s capabilities that the RMO and Procurement Officer might assign.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor degree, preferably in a field related to social sciences/humanities, management, political science, medical sciences, public information/communications and/or law, with two years of experience
  • High School degree with four years of relevant professional experience

Experience

  • At least three years of experience in being a project assistant dealing with health migration related tasks at international organizations including the United Nations, non-governmental organization, academic institutions, embassies, etc. 

Skills

  • Excellent computer skills – Word, Excel and Internet Strong interpersonal and communication skills
  • Attention to detail and ability to organize
  • Ability to work under pressure with minimum supervision

Languages

  • Fluency in English and Arabic is required
  • Working knowledge of French is an advantage

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
