JOB DESCRIPTION

Under the direct supervision of the Protection Coordinator, and in close coordination with other relevant units of the programme, the incumbent will carry out regular monitoring of PxD projects and activities and provide feedback to programme managers. The incumbent will be based in Tripoli.

RESPONSIBILITIES

  1. In coordination with the Program Coordinator, carry out regular monitoring of activities and provide feedback to programme managers for programme revisions and amendments based on evaluation outcomes to support decision making process to address identified challenges and bottlenecks.
  2. Collect data on a monthly basis to measure achievements against the performance indicators, check data quality, maintain and administer the monitoring database. Analyse, aggregate findings and ensure timely delivery of corresponding reports (internal and external).
  3.  Maintain an effective data collection, recording and reporting system to capture quantitative and qualitative information outcomes and outputs and inclusion in mission reports as relevant.
  4. In coordination with the Project development Unit, collect and support the analysis of periodic donor reports in line with the monitoring and evaluation plans and agreed reporting schedules to ensure quality and timely reporting and documentation of projects.
  5. Support the project corresponding evaluations. This can include provision of administrative and substantive support, provision of all inputs requested by evaluators, reading and commenting the inception and final evaluation reports.
  6. Compile human interest stories or case studies that demonstrate the impact of the project as required for regular results reporting and publishing.
  7. Compile M&E related content as required for the drafting of concept notes and proposals for potential donors and funding opportunities.
  8. Flag and bring to the attention of the  Programme Manager, delays or challenges regarding data quality or compliance issues with the IOM, donor, or partners M&E requirements.
  9. In close coordination with IOM’s Monitoring, Evaluation and Project Development and Support Units, review new proposals and result matrices and provide feedback on project results and impact frameworks to help analyse progress against the project results matrices.
  10. Collect qualitative and quantitative feedback/data on PxD projects in close coordination with field staff and provide relevant feedback.
  11. Prepare financial tracking tools to support Programme manager to institute responsible expenditure and reporting in line with budget allocation and donor agreement.
  12. Perform other duties as may be assigned.

QUALIFICATIONS

EDUCATION

  • Bachelor degree from an accredited academic institution in International relations, Development; or Social Sciences, Business or Public Administration, Law or relevant field; with Three years’ experience in a relevant field.
  • High School degree with 5 years of relevant professional experience

EXPERIENCE

  • Knowledge and experience in designing M&E systems and conducting evaluations;
  •  At least five (5) years of experience in monitoring and evaluation, results based management
  •  Excellent writing and analytical skill in drafting concept notes and reports
  • Understanding and knowledge of basic computer applications such as MS Words, Excel and data base management
  • Reliable, efficient, high level of professionalism, organizational skills and ability to work under pressure and adhere to strict deadlines.
  • Good analytical skills, strong eye for detail and accuracy.

SKILLS

  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
  • Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.
  • Demonstrated problem solving attitude and skills;
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment;
