Libya Local Governance and Civil Society Activity

Project Background:
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
- Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
- Empower Libyan citizens, civil society organizations, the private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
- Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
- Inform Programming through a robust learning and analysis agenda.
Purpose:
Advise and train 20-25 staff from select departments in the Ministry of Local Governance on Project Management and Planning (PMP) with direct support and focus on Local governance. This course will prepare the staff to take the certified PMP Exam.
Responsibilities and Key Tasks:
- Conduct a pre-training assessment for individuals nominated for the training to identify ideal candidates for the training as well as the main weaknesses and focuses that the training has to address.
- Conduct training in-person for MOLG staff in Project Management and Planning based on course materials developed to prepare Participants/ Ministry staff to take the Certified PMP exam. As the training is in person it must include practical and group activities.
- Develop course materials in English and Arabic with pre and post test questions in both English and Arabic. Trainer will also have to submit the exemplary answers for the pre/post test as well as correct tests taken during this training.
- Conduct training over the course of 5 days in-person. The course will require 40 hours of classroom instruction. Conduct training for 8 hours per day for five days.
- Develop a PMP Exam Preparation curriculum (with sample questions) in both Arabic and English. This preparatory manual will then be uploaded into Taqarib database for future use.
- Provide Training updates that include the sign-in sheet for each day as well as progress notes within 24 hours.
- Provide final report including attendance and pre & post test breakdown.

Course Outline: The training will be implemented over the period of five days, each day will include 7-8 training
hours per day. Below is the suggested structure for the training, however it is subject to change based on both the analysis and observation of the trainer/s:
Module 1: Team and Personal Management (1 Day)
- Identifying and delegating key tasks for team members.
- Setting departmental goals using the SMART framework.
- Effective planning and scheduling with deadlines.
- Building strong inter-departmental communication and collaboration.
Module 2: Project Management (2 days)
- Project planning fundamentals and creating a project plan.
- Project budgeting techniques and cost estimation.
- Project execution and management strategies.
- Monitoring and evaluating project progress.
- Project closure procedures and reporting.
Module 3: Basic Principles of PME (1 Day)
- Differentiating between project planning, monitoring, and evaluation.
- Designing effective monitoring systems for projects and programs.
- Data collection methods and data management techniques.
- Introduction to M&E tools and their utilization.
Module 4: Reporting (1 Day)
- Developing key performance indicators (KPIs) relevant to projects within the ministry.
- Utilizing quantitative data for effective data visualization.
- Designing reporting formats for internal and external stakeholders.
- Writing activity reports, quarterly reports, and annual reports.
- Drafting and disseminating a Citizen Budget (Resident Budget).
- Archiving and managing reports and program documentation.
Training Methodology:
The training will utilize a variety of methods to ensure a comprehensive and engaging learning experience, including:
- Interactive lectures and presentations.
- Group discussions and exercises.
- Case studies and real-world examples.
- Hands-on practice sessions with relevant tools and templates.
Mandatory Requirements:
- The Trainer must be certified in PMP from accredited institute.
- Must have a BS Degree from an accredited University in a relevant field such as business management/administration, finance, Engineering, or IT, etc.
- Must have:
- 6 years of Project planning, management, and evaluation experience.
- 3 years of Training experience.
- Ability to prepare reports in English and Arabic after conducting the training that covers the number of attendees, topics covered, Materials and presentations used, pre and post test analysis , and any observations and any recommendations resulting from the training.
- Ability to conduct training in Person within different locations in Tripoli.
- Must read, write, and understand Arabic and English
