Job Description
The responsibilities of the selected Project Manager and the areas for which the person will report are listed below:
Ensure that project activities are implemented on time and according to the approved project documentation (including proposal, logframe, workplan and budget)
– Definition and implementation of all project activities, including defining the workplan in line with the project proposal;
– Monitoring of project activities and identification of necessary amendments, in accordance with the Programme Coordinator;
– Management of the relation with project’s stakeholders, including local authorities and educational institutions;
– Financial management of the project, including cost control and forecasting in collaboration with the Finance Manager and under the supervision of the Finance Coordinator;
– Supporting the Programme Coordinator and HoM with the management of Consortium partners’ relations;
– Ensuring achievement of project targets and indicators as per the M&E framework, with the support of the MEAL Unit.
– Drafting of reports and submission of documentation to the donor ensuring the achievement of the expected results foreseen in the project document for the related period;
– Contribute to the implementation of internal procedures for procurement and purchases, including defining and managing the procurement plan;
– Efficient and correct management of the office, goods and means;
– Ensuring the correct filing of project documentation;
– Coordination with the Programme Coordinator and project stakeholders for visibility activities related to the assigned projects.
Human Resources management
– Coordination of Cesvi project staff assigning specific tasks and objectives to ensure the achievement of the goal of the project, according to the project proposal;
– Where there are vacancies related to the project, staff selection and training according to the project’s activities and in compliance with applicable procedures and safe recruitment procedure;
– Direct coordination of project staff in agreement with the Programme Coordinator recommendations, ensuring alignment with administrative and security matters;
– Staff performance management and appraisal.
Implementation of safeguarding policies – Adult at risk/ Child Safeguarding/ PSEA
– Ensuring compliance with Cesvi Safeguarding Policies and full implementation of Safeguarding measures within his/her area of responsibility throughout the project activities;
– Preliminary assessment of potential safeguarding risks and periodical review, with support of the Safeguarding Focal Point.
– Implementation of project complaints and feedback mechanisms (PCFM) in accordance with Cesvi CFM Guidelines;
– Development of adequate tools for communicating with children/adults at risk and communities on safeguarding risks and safeguarding concerns reporting mechanisms;
– Local staff behaviour appraisal with relation to ethical and relevant standards.
Reporting to: Hierarchically and functionally to the Programme Coordinator. Collaboration with Strategic Development and Quality Coordinator, Technical Specialist, MEAL Unit and Finance Manager.
Line management of: 2 Social Workers, 1 Education Supervisor.
Duty station: Tripoli (Libya). Presence in Tunis may be required according to Cesvi mission needs.

Job Requirements
Minimum Requirements:
- University degree in international relations, political sciences, social sciences, education, humanitarian assistance, social work, human rights, development or another appropriate field
- Minimum four years sectoral experience in Education and/or Child Protection
- Minimum two years’ experience in managing staff and teams
- Patience and understanding to work with and develop capacity of staff and volunteers
- Experience delivering activities to tight deadlines
- Demonstrated understanding of budget management
- Excellent report writing skills
- Solid capacity in managing a variety of internal and external relationships, networking and build effective partnerships with local and international stakeholders
- Proactive and flexible approach in dealing with multiple project tasks
- Good computer and IT skills
- Fluency in English (written and spoken)
DESIRABLE REQUIREMENTS:
- Consistently approaches work with energy and a positive, constructive attitude
- Prior experience with the Libyan public education system
- Prior experience in building and managing relationships with local authorities
