Job Overview
Role: The candidate will have the responsibility to manage a 24 months project in the areas of Tripoli and Zawiya in Libya, funded by Regional Development and Protection Programme for North Africa AWP 2019-2020 (RDPP). The candidate will operate under the direct supervision of the Head of Mission and in close coordination with the CEFA team in Libya.
The action aims to strengthening life-saving assistance for vulnerable migrants, asylum seekers and refugees, through the enhancing access of basic needs and basic health services in the areas of Tripoli and Zawiya with specific priority on vulnerable categories such as women, children and unaccompanied minors.
Main responibilities:
· Supervise the implemented activities to ensure that the objectives of the project are met in a timely manner and following the donor’s guidelines. Be responsible regarding the general quality management of the project
· Management and direct coordination of project’s activities directly implemented by CEFA and coordination with partners and local stakeholders
· Revision of project’s terms to determine/update the action’s plan, financial limitations, procedures, staff’s skills and budget allocation in the different phases of the project
· Coordination of the personnel involved in the project, both international and local, supervision and monitoring of their performances. Management with the HR unit of the research and selection of personnel to be added to the work team.
· Management of the budget and the linked responsibilities of transparency, in collaboration with the Admin Manager
· Supervision of the elaboration of the tenders, in line with EU PRAGs
· Management of the relation with consultants and external operators involved in the activities of the project, in particular activities of rehabilitation, maintenance of infrastructures, supply of medical equipment and medicines, etc..
· Preparation of the documents related to the management of the project and regular exchange with the HQ and the donor
· Coordination with the relevant stakeholders (partner, beneficiaries, relevant ministers, relevant international organizations, etc.. ) and humanitarian sectors
· Part of the CEFA team involved in assuring good management and implementation inside the project and in the general strategy of the organization in collaboration with the other senior managers
· Coordination of need assessments initiatives in the areas of the project and contribution to the elaboration of new project’s proposals in support of the Head of Mission and the HQ.
· Upon request of the Head of Mission, execute any other task necessary to accomplish project’s results in the best and effective way possible.
Requirements:
• Minimum 4/5 years of relevant working experience in management and monitoring of complex projects in the sector of international cooperation and/or humanitarian assistance (migration).
• Proficiency in computer/IT skills (MS-Excel, MS-Word, Outlook, Management tools, etc.)
• Familiar with international NGO and/or UN Agencies environment
• Excellent communication skills
• Able to work with tight deadlines and under minimum supervision
• Excellent coordination and analytical skills
Other requirements:
· Good relational skills (with colleagues, partners, donors and authorities)
· Apt to work in teams, in a multicultural environment and with a result-oriented approach
· Able to work in autonomy respecting deadlines
· Familiar with policies, procedures and guidelines of the main international donors (in particular the EU)
· Able to manage the project’s cycle, prepare periodical narrative and financial reports
· Apt at working in situations of tension and under pressure
· Available/willing to travel based on needs and security conditions
Education:
• Master or bachelor’s degree in development, International Cooperation, Emergency and Disaster Management, Law (or related degree)
Languages:
• Italian and English (fluent)
• French and/or Arabic (desirable)
