ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment
ACTED’s programme portfolio in Libya includes a significant component on Support to Civil Society. As part of this programmatic pillar, which is managed by the Civil Society Technical Coordinator, ACTED provides trainings & sub-grants to Libyan CSOs to conduct small- and medium-scale projects in their communities. In 2021, ACTED will have two specific projects focussing on supporting Libyan CSOs, these projects are funded by the EU, via British Council (14 EAC) and via GIZ (14 EII).

The 14 EAC Project is a consortium project implemented together with British Council and VNG International, have are focusing on two results areas:

  • Targeted capacity building increases CSOs technical and organizational capability (R1)
  • Appropriate infrastructural capacity is in place to support CSO initiatives, increase civic engagement, facilitate knowledge-sharing, and raise public awareness of CSO initiatives and successes (R2)

A total of 60 CSOs will be equally selected across the country, through a transparent selection process. The CSOs, that are selected for the technical capacity trainings will undergo an individual organizational capacity assessment, through ACTED’s signature civil society organizational capacity assessment and development toolkit; the Grassroots Organization Capacity Assessment (GOCA) & afterwards participate in a 15-day workshop, spread over 3 cycles over a 3-month period.

Functions
1. Project Planning
a. Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives – together with CS Technical Coordinator

2. Project Implementation Follow-up
a. Oversee and manage the implementation of the project activities ensuring that technical quality and standards are considered and respected during implementation
b. Organize regular project coordination meetings with project team – including remote management of the team in Tripoli
c. Ensure regular coordination with the Grants Supervisor on the sub-grants and the CSOs implementing learning grants
d. Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts
e. Ensure that the project is implemented in accordance with relevant ACTED technical guidelines and standards
f. Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation
a) Regular update the work plan, output tracker, PMF and other documents relevant for effective project management

3. Administration and Operational Management of Project Implementation
1. Finance
a. Forecast quarterly funding requirements of the project and submit to CS Technical Coordinator
b. Plan all activities in collaboration with the logistics department, to ensure timely and qualitative implementation of any activities
c. Send accurate and precise order forms in a timely manner
d. Plan team movements based on available fleet and applicable policies
2. Administration/HR
a. Participate in the recruitment of field staff (ToRs, elaborating the tests and reviewing them; interviews etc)
b. Ensure that project staff understand and are able to perform their roles and responsibilities
c. Follow-up the work plans and day-to-day activities of the project staff
d. Manage the project staff in cooperation with Area Coordinators – together with CS Technical Coordinator
e. Ensure a positive working environment and good team dynamics
f. Undertake regular appraisals of staff and follow career management
g. Manage interpersonal conflicts
h. Ensure capacity building among staff in relevant sectors
3. Transparency
a. Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled and filed according to ACTED procedures
b. Ensure staff awareness of, and respect of, ACTED’s code of conduct and FLATS procedures
4. Security
a. Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly
b. In cooperation with the CS Technical Coordinator, AC and CSM, monitor the local security situation and inform the Area Coordinator and CSM of developments through regular reports;
c. Contribute to the updating of the security guidelines in the project area of intervention;

4. External Relations
a. Focal point for communication with CSOs, project beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
b. Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner

5. Quality Control
a. Assess the activities undertaken and ensure efficient use of resources.
b. Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities
c. Together with the CS Technical Coordinator, ensure lessons learned are documented, shared and reflected in project planning and decision making
d. Advise on, and assist with, project reviews conducted by AMEU
e. Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development

6. Reporting
a. Provide regular and timely updates on progress and challenges to CS Technical Coordinator and other team members
b. Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided

QUALIFICATIONS

  • Education: Bachelor’s in finance, management, and/or local development field
  • At least 4 years of field experience in project management, working with Civil Society, Municipality development or other similar technical fields.
  • Familiarity with the aid system, and ability to understand donor and governmental requirement
  • Excellent communication and drafting skills
  • Able to coordinate and manage staff and project activities
  • Proven ability to work creatively and independently both in the field and in the office
  • Being a strong team player and adept at creating a strong team spirit
  • Ability to organize and plan effectively
  • Ability to work with culturally diverse groups of people
  • Ability to travel and work in difficult conditions and under pressure
  • Highly proficient in written and spoken English and Arabic
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
