Context of the position and key challenges

The Media Development and Media for Development project, funded by the United Nations Development Programme (UNDP) and implemented by Acted and BBC Media Action, is a collaborative initiative that aims to address the specific challenges surrounding media development and media for development in the South of Libya. This region faces unique socio-political and economic dynamics, which have a direct impact on the media landscape and the ability of media to contribute to social change and development.

The project has a multifaceted approach that focuses on enhancing media development and promoting media for development in the region. One of the primary objectives is to improve access to information for the local population, who may have limited access to reliable and relevant news and information sources. By strengthening media professionals and platforms, the project aims to ensure that accurate and timely information reaches the target communities, empowering them with knowledge and facilitating informed decision-making.

To overcome these challenges, the project requires a comprehensive and adaptable approach. The collaboration between Acted, BBC Media Action, and the UNDP brings together their collective expertise, resources, and networks, enabling the project to navigate these challenges and maximize its impact. Through strategic planning, stakeholder engagement, resource management, and continuous monitoring and evaluation, the project aims to address the challenges and create a positive and sustainable media environment in the South of Libya that contributes to social change and development.

Key roles and responsibilities

Project Planning:

 

o   Develop and conduct a comprehensive project plan, including activities, timelines, and resource allocation, in collaboration with Acted, BBC Media Action, and other relevant stakeholders.

o   Ensure the effective implementation of project activities, adhering to the approved project plan and UNDP guidelines.

o   Monitor project progress, identify any deviations or challenges, and take appropriate measures to mitigate risks and ensure timely delivery of outputs.

o   Coordinate with project team members, partners, and stakeholders to ensure smooth and efficient implementation of project activities.

 

 

Project Implementation:

 

o   Ensure the timely and quality implementation of project activities according to the approved project plan and Acted standards.

o   Provide leadership and guidance for the overall direction of the project.

o   Propose new or altered implementation methods and strategies in line with project guidelines.

o   Manage the budget associated with all program activities in collaboration with Civil Society Projects Coordinator.

o   Conduct monthly Budget Follow Up, ensuring accurate forecasts for program activities.

o   Ensure that all activities are implemented in a timely manner and cin full compliance with Acted and donor’s quality standards and procedures.

 

Stakeholder Engagement and Partnership:

 

o   Establish and maintain effective communication channels with project stakeholders, including BBC Media Action, UNDP, media organizations, government agencies, civil society groups, and local communities.

o   Facilitate collaboration and coordination among stakeholders, fostering active participation and ownership of project activities.

o   Engage with media organizations, Civil Society Organizations CSOs and local communities to identify their needs, challenges, and priorities, and ensure their perspectives are incorporated into project interventions.

o   Establish and maintain partnerships with relevant organizations and institutions to leverage resources, expertise, and knowledge for the project’s success.

 

Financial and Administrative Management:

 

o   Develop and manage the project budget, ensuring efficient utilization of resources and compliance with Acted & donor financial regulations.

o   Monitor project expenditures, and ensure timely and accurate submission to the UNDP and other relevant stakeholders.

o   Oversee program budgeting tasks, including procurement follow-up, contracts, and reporting requirements, in adherence to UNDP guidelines and procedures.

o   Maintain proper documentation and filing systems for project-related documents, ensuring compliance with UNDP standards.

 

Monitoring, Evaluation, and Reporting:

 

o   Develop and implement a robust monitoring and evaluation framework to track project progress, outcomes, and impact.

o   Regularly monitor project activities and indicators, collect relevant data, and analyze results to assess effectiveness and identify areas for improvement.

o   Together with relevant departments, prepare timely and accurate narrative and financial reports, complying with UNDP reporting requirements and deadlines.

o   Utilize monitoring and evaluation findings to inform decision-making, adapt project strategies, and share lessons learned with stakeholders.

 

Knowledge Management and Capacity Building:

 

o   Promote a culture of learning and knowledge sharing within the project team and among stakeholders.

o   Identify capacity building needs of project staff, partners, and beneficiaries related to media development and media for development.

o   Organize and facilitate training workshops, knowledge exchange events, and mentoring opportunities to enhance skills, knowledge, and capacities.

o   Document best practices, success stories, and lessons learned to contribute to the evidence base and promote knowledge sharing within the media development community.

 

Representation and Advocacy:

 

o   Represent the project in meetings, workshops, and conferences, advocating for the importance of media development and media for development.

o   Engage with relevant networks, forums, and platforms to share project achievements, lessons learned, and promote collaboration and partnerships.

Required qualifications and technical expertise

Educational Background:

  • Bachelor’s or Master’s degree in a relevant field such as project management, development studies, international relations, or a related discipline.

Professional Experience:

  • A minimum of 4 years Proven experience in project management, including planning, implementation, monitoring, and evaluation.
  • Strong knowledge of project management methodologies and tools.
  • Ability to develop project plans, set goals, and track progress.
  • Experience in managing project budgets and financial resources effectively.Languages:
  • Proficiency in written and spoken English (additional language skills relevant to the project context may be required).

Technical Expertise:

  • In-depth knowledge and understanding of the specific sector or thematic area related to the project (e.g., media development, civil society ).
  • Familiarity with relevant standards, best practices, and guidelines in the field.
  • Proficiency in utilizing appropriate technical tools and software for project management and reporting.

Communication and Stakeholder Engagement:

  • Excellent written and verbal communication skills, with the ability to effectively communicate complex ideas and concepts.
  • Experience in engaging and building relationships with diverse stakeholders, including government officials, partner organizations, and local communities.
  • Strong negotiation and facilitation skills to foster collaboration and consensus among different stakeholders.

Analytical and Problem-Solving Abilities:

  • Strong analytical and critical thinking skills to identify challenges, analyze problems, and develop appropriate solutions.
  • Ability to anticipate risks and develop risk mitigation strategies.
  • Proactive approach to problem-solving and ability to work under pressure and meet tight deadlines.
  • Leadership and Team Management:
  • Demonstrated leadership abilities to guide and motivate project teams.
  • Experience in managing and supervising staff, fostering teamwork, and providing constructive feedback.
  • Ability to promote a positive and inclusive work environment.

  • Salary: Salary defined by the ACTED salary grid based on level of education, expertise and level of experience.
