Handicap International is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

COUNTRY CONTEXT AND WORKING ENVIRONMENT:
Today, Libya is a complex environment in which vulnerability emerges in “pockets”, depending on the condition of the each person and family, their geographical and socio-economic situation and other, more cultural factors. Many actors are making tangible efforts to include the most vulnerable and isolated persons and families, but these efforts should be more concerted and stronger links could be established with Libyan institutions. For the most part, positive outcomes for better inclusiveness are deeply depending on each actor’s willingness and commitment.
HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;
Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.
From July 2020, HI also started a one-year project in partnership with UNDP, which aims to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.
HI is also involved in Humanitarian Mine Action (HMA) activities, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan. Given the recent events and increase in EO related accidents, HI has also resumed its EORE activities in greater Tripoli since end of 2020.
Finally, HI is getting engaged in Inclusive Humanitarian Action (IHA), through a modest but essential small scale projet. Inclusive Humanitarian Action (IHA) is a transversal approach by essence, concerning all sectors of humanitarian intervention and which deepens protection mainstreaming efforts. It applies to all phases of a humanitarian crisis and all types of emergency contexts, such as armed conflict, and protracted crises. This project aims to lay the groundwork for a more robust and collectively embraced approach to a more inclusive humanitarian response in Libya.
DESCRIPTION OF THE MISSION/PROJECT
From operational bases in Tripoli and Misrata, and Benghazi, HI is currently implementing a humanitarian and development programme, with the following activities:
- Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities or injuries, and provision of assistive devices as per need;
- Capacity building, technical support and provision of assistive & mobility devices and materials and equipment to health partners (hospitals, health centers and rehabilitation centres);
- Training on inclusion principles to other humanitarian actors and health workers;
- Provision of Risk Education to conflict affected communities on the risks and effects caused by mines and explosive remnants of war (ERW);
- Provision of specialised MHPSS services at community level, primary health care level, and secondary and tertiary level and support to the Libyan Ministry of Health, in partnership with Nebras, a Tunisian NGO
OBJECTIVES OF THE POSITION
Reporting to the Operations Manager, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where he/she is based. He/she is in charge of implementing the project under his/her responsibility, in the current operational sectors for HI, i.e. Health, and protection (including humanitarian mine action). He/she ensures optimal quality and impact of the projects implemented in East Libya by means of a delegation system with appropriate control mechanisms. With all HI managers, he/she shares responsibility for the sound management and effective functioning of the global organisation.
RESPONSIBILITIES
- Management
1.1 Line-manages the project’s team members
- Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences

1.3 Manages the recruitment and selection of new team members
1.4 Ensures strict application and respect of the programme’s Internal Regulations by the project team.

2.1 Provides the technical expertise for his/her project
- Ensures that the activities implemented comply with international technical norms and standards
- Adapts the project documentation to international technical norms and standards, when necessary
- Runs technical training for his/her staff when relevant
- Is in charge of the technical quality and relevance of project activities implemented within his scope of expertise
- Ensures technical learning from projects by drawing on lessons learned and good practices
- Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
- Adjusts his/her activities to audit recommendations, if applicable

2.3 Manages relationships with technical authorities, local partners or other stakeholders
- Implementation and Monitoring
3.1 Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
- Ensures the planning of activities and establishes action plans
- Ensures that activities are implemented in line with the project proposal and the allocated budget
- Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
- Prepares and monitors partnership agreements with implementing partners and other potential partners
- Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
- Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources
3.2 Ensures project data management
- Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
- Ensures that data related to the project is collected and compiled in the project database
- Carries out regular verifications and makes any necessary corrections in the activity database
3.3 Ensures project reporting
- Monitors the achievement of results and indicators, as per the logical framework
- Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
- Reports regularly to the line manager
- Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
- Guarantees the proper archiving of information
3.4 Prepares and steers project evaluation and capitalisation
- Plans and monitors project evaluations
- Produces project capitalisation and learning from experience material
- External Representation, Influence & Communication
- Represent Handicap International within your area of intervention with relevant stakeholders; local, national and international partners and local authorities in order to facilitate the implementation of project activities. Provide leadership in identifying and facilitating opportunities for relationship building with these key stakeholders.
- Regularly present the mandate, actions and activities of Handicap International in East Libya to the relevant authorities.
- Negotiate the necessary authorisations and access to intervention areas in order to ensure smooth implementation of activities. Contribute and coordinate the compilation of regular external reporting (e.g. to Commission for Civil Society – CCS) in East Libya.
- Actively participate as per needed in the different coordination fora in your area of intervention when activated (coordination meetings, clusters, working groups, etc.).
- Ensure key outcomes of attended meetings, workshops etc. are recorded and circulated to relevant team members at base and coordination levels.
- Convey messages of HI global advocacy to all relevant external parties.
