Within the Regional Programme for the Arab States to Prevent and Combat Crime, Terrorism and Health Threats, and to Strengthen Criminal Justice Systems, in line with International Human Rights Standards (2016-2021), and under the overall guidance of the Regional Representative for the Middle East and North Africa (ROMENA) and the substantive guidance of the Justice Section of UNODC HQ, the Programme Office in Libya is delivering technical assistance related to furthering criminal justice reform at the national level, including child-friendly justice with regards to children in contact with the law. Within the mandate to make the world safer from drugs and crime, UNODC is further committed to support Member States in the implementation of the 2030 Agenda for Sustainable Development. UNODC, therefore, provides meaningful support to Member States in achieving the Sustainable Development Goals (SDGs) through the application of a results-based approach in project and programme management.
The incumbent of this position will assist UNODC and its capacity building and technical assistance support to ensure that children in conflict with the law have access to child-friendly justice in Libya. The incumbent will support UNODC in the joint programme ‘Leaving no Children Behind in Libya’, which is funded by European Union and carried out jointly by UNDP, UNICEF and UNODC. “Children in contact with the law” refers to children who come into contact with the justice system as victims or witnesses, or children alleged as, accused of or recognized as having infringed criminal law, or children who are in any other situation requiring legal proceedings, for example regarding their care, custody or protection, including cases involving children of incarcerated parents. This joint programme aims to support the national authorities in Libya to ensure child-friendly treatment of children in contact with the law, including those deprived of their liberty, within the framework of the UN Child Rights Convention (CRC) and other relevant international and national legal instruments. The joint programme will target specifically children in contact with the law in the area of greater Tripoli and other targeted locations, including those in detention.
The incumbent will report to the Head of UNODC Programme Office in Libya and work under the overall supervision of the Regional Representative of ROMENA. UNODC HQ staff will further provide substantive guidance.
Duties and Responsibilities
Summary of key functions:
Promote and support the implementation in Libya of the UNODC project on “Leaving no Children Behind in Libya”;
Contribute to the development of technical assistance projects in the field of preventing and combatting corruption in Sudan
Specific tasks to be performed by the National Programme Officer:
Within delegated authority, the incumbent will support UNODC capacity building efforts and technical assistance activities aimed at promoting child-friendly justice in Libya, as follows:
Assist in monitoring and analyzing, on an ongoing basis, social, economic, legal and/or political developments and trends relevant to justice for children in general and children in detention in particular.
Develop and maintain a specific and tailored work and monitoring plan for UNODC activities within the framework of the joint programme,
Assist in the organization and delivery of UNODC activities within the framework of the joint programme; including monitoring and evaluation, needs assessments, consultations with stakeholder, development of manuals and guidance; mapping of stakeholders; trainings and workshops and other capacity-building support.
Draft reports and other written outputs on activities and progress in relation to programme objectives and outcomes in line with UNODC and donor-related reporting requirement; also prepare other written outputs, such as official correspondence, briefings and presentations as required;
Provide substantive support in the development of relevant technical and training materials, tools and capacity-building packages and participate in national workshops, seminars and training courses in the area of child-friendly justice, especially with regards to legal aid, alternatives to detention, rehabilitation and reintegration programmes, and education and vocational training for children in detention;
Assist in ensuring close coordination and partnerships with all relevant stakeholders and partners, including national authorities, non-governmental stakeholders and donors, including by attending meetings and promote UNODC’s work in the field of child-friendly justice and children in detention as required;
Assist the Program Coordinator in monitoring and reporting on the expenditures and the utilization of financial resources under the joint programme in relation to UNODC programme activities;
Assist in the procurement of goods, services and other project inputs, including preparing ToRs for subcontractors and other documents as needed;
Assist in overseeing all financial and administrative processes in relation to UNODC engagement within the framework of the joint programme to ensure timely completion and compliance with UN rules and regulations;
Perform other duties as required.
Impact of Results:
Successful implementation of UNODC’s programme activities within the framework of the joint programme ‘Leaving no Children Behind in Libya’ aimed at supporting the national authorities in Libya to ensure child friendly-treatment of children in contact with the law, including those deprived of their liberty, within the framework of the UN Child Rights Convention (CRC) and other relevant international and national legal instruments and contribution to the expansion of Libya’s portfolio.

Required Skills and Experience
Education:
Advanced university degree (Master’s degree or equivalent) in law, history, political/social science or a related field is required.
A first-level university degree or equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, criminal investigation, law enforcement, and/or other related areas in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree
Experinece:
Minimum of five years of relevant professional work experience in project management is required;
Familiarity with the modalities of cooperation with civil society and NGOs is desirable;
Experience in working in the field of in governance or criminal justice as well as experience in working with children is desirable;
Work experience in providing technical assistance to governments in the Arab region is desirable.
Work experience with the United Nations or similar international organisations is desirable.
Work experience with ERP financial management system is desirable.
Other desirable skills:
Experience in the use of computers and office software packages (MS Word, Excel, etc.) is required and experience in handling web-based management systems is desirable.
Language Requirements:
Fluency in written and oral Arabic and English is required .
