The International Foundation for Electoral Systems (IFES) is an international, non-profit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, non-profit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 130 countries.
IFES has worked in Libya since 2012 in support of the democratic transition. IFES has longstanding partnerships with the main institutions involved in elections in Libya – including the High National Elections Commission (HNEC), the Central Committee for Local Elections (CCLE), the Libyan Judiciary, and Civil Society and the Libyan Ministry of Interior (as focused on Election Security).
OBJECTIVE
To support the implementation of IFES’ program in Libya, the Project Officer – Election Security will be responsible for taking the lead on defined activities with partners, contributing to substantive project inputs and reporting on all projects implemented. The Project Officer will also assist with project’s logistical and administrative where needed. The Project Officer will mainstream gender across all her/his work.
COVID-19 VACCINE REQUIREMENT

JOB RESPONSIBILITIES
Under the supervision of the IFES Libya Deputy Director or her/his designee, the Project Officer – Election Security will:
- Provide substantive inputs to project concept notes, agendas and other areas related to election security
- Liaise with the HNEC, CCLE and MoI on programming needs and program implementation
- Lead on IFES projects such as Election Violence Education and Resolution (EVER) and People Against Violence Everywhere (PAVE) including leading regular meetings; supervision of data collection, input and analysis; ensuring completion of project deliverables in line with contract and; liaison with platform developers.
- Participate in proposal development/new initiative processes on support to electoral security as needed
- Achieve project requirements within budget, established time frame, standards of quality, and donor satisfaction
- Provide translation or interpretation as needed
- Contribute to weekly, monthly and semi-annual reports as well as to workplans and other programmatic reports
- Establish, maintain, and develop productive working relationship with field staff, consultants, and other departments within IFES HQ.
- Monitor political developments and impact on the election process and support the Country Director and Deputy Country Director in political reporting on local level elections and governance as needed.
- Undertake any other tasks assigned by IFES Libya Deputy Country Director or his/her designee.
The Project Officer will, at all times:
- Carry out the services and perform his/her tasks with neutrality, care, skill and in an efficient and professional manner.
- Ensure a high degree of quality in his/her output and confidentiality of the information provided by IFES and all partners.
QUALIFICATIONS
- Ability to work in a team

- Ability to travel within Libya and internationally as needed
EDUCATION & EXPERIENCE
- Bachelor’s degree required. Master’s Degree in international relations, political science, international development preferred.
- Minimum of 4 years of overall work experience in the democracy, governance or international development sector with NGO and/or field an advantage.
- Election experience especially in the field of Electoral Security is highly preferred.
- Experience in liaising between government institutions mandatory. Experience working with the HNEC and/or Ministry of Interior an advantage.
- Proficiency in Word, PowerPoint, Outlook and Excel.
LANGUAGE SKILLS
Fluency in written and spoken Arabic and English required.
