Duty Station: Tripoli, Libya

Classification: Professional Staff, Grade P2

Type of Appointment: Special short-term graded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Deputy Chief of Mission and direct supervision of the Migrant Resource and Response Mechanism (MRRM) Project manager (PM), the successful candidate will act as MRRM Project Officer supporting the coordination and implementation of relevant projects activities within IOM Libya.

The successful candidate shall support the project manager in the planning and coordination of the implementation of activities related to the Migrant Resource and Response Mechanism (MRRM), and monitoring of delivered services to help ensure that project targets are achieved as per the proposals and set outcomes. In particular, the Project Officer shall coordinate and oversee the implementation of direct assistance services in IOM Libya.

Core Functions / Responsibilities:

  1. Implement outreach plans, carry out assessments, analyze assements results, and coordinate the assistance response to ensure delivery of services to affected people in a timely manner.
  2. Process and monitor relevant administrative tasks including financial requests (operational petty cash, Non-Cash-Vouchers, etc.), HR( recruitment of new staff, monitoring of staff performance, and guidance and capacity building of staff), and other administrative components/aspects of the MRRM-related projects in close coordination with relevant units; In addition, act as officer in charge when the PM is out of office.
  3. Monitor procurement processes and logistics arrangements by providing relevant documentation and pipeline projections for shelter/NFIs and other supplies and services required during the projects implementation in close coordination with Procurement and Logistics team, and monitor the corresponding stock to help ensure proper tracking and prepositioning plans that maintain timely and smooth response especially during emergency situations.
  4. Provide technical inputs to support the information management of the related activities including the preparation of regular project updates and achievements, internal and donor reports (including financial reports review), info sheets, press/social media releases and other relevant materials, in close coordination with the IOM Libya’s Program Development and Support Unit (PDSU).
  5. Draft a plan and support the regular monitoring and evaluation of project activities through utilization of standard operating procedures, guidance notes, M&E tools and methodologies in close cooperation with IOM Libya M&E unit to help monitor the ongoing activities and recommend improvements that may be needed during project delivery.
  6. Support the coordination and liaison with local actors including local government actors, UNand I/NGOs partners working on direct in-kind assistance for IDPs and migrants in Libya, as well as facilitate appropriate referrals of affected people to services outside of IOM’s portfolio.
  7. Contribute to the development of new proposals related to MRRM in line with IOM Libyastrategy and response plan, and in close coordination with the PM and PDSU.
  8. Perform such other related duties as required.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project support, implementation and/or management in the field of migration and refugee assistance, relief activities targeting IDPs, returnees, conflict-affected communities and vulnerable migrants;
  • Previous work experience with INGOs or International Organizations, implementing similar projects in the Middle East and/or North Africa, and/or reintegration projects in Sub-Saharan countries is preferred;
  • Experience in maintaining strong working relations with relevant Government counterparts, international organizations and private sector entities;
  • Experience in a complex humanitarian emergency or post-conflict environment;
  • Experience with supervising large teams of field implementers and of distance/remote monitoring an asset;
  • Previous working experience with INGOs or international organizations is desirable;

Skills

  • Excellent written and verbal communication and negotiation skills;
  • Good knowledge of project management, monitoring and evaluation principles and practices;
  • Familiarity with budget/financial administration; proven resource management skills;
  • Good level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
