Background/IRC Summary:

Following the 2014 civil war, Libya has been divided into two governmental territories. Since the civil war, the protracted political and internal armed conflict has deteriorated the humanitarian situation in Libya. In April 2019, military and armed forces from the parties of the conflict have engaged in armed clashes in Tripoli. Since that day, over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people in need of life-saving health care and protection services.
The situation, also coupled with Covid-19 pandemic, has impacted the physical and mental well-being and living standards of Libyans, migrants and refugees while exposing them to significant protection risks. The break-down in governance structures has resulted in deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. The country’s capacity of responding the basic needs and the impact of the crisis has been shrunken. Migrants and refugees are especially affected by the prolonged conflict and political instability, the lack of national legal framework providing international protection, arbitrary detention, fear of violence and abuse, movement restrictions as well as the limited number of specialized services providing the protection solutions. Among them, people with disabilities, with mental health issues, children, women, and elderly are particularly vulnerable and at risk in such an environment lacking the protection measures.
In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is conducting health and protection activities in Tripoli and Misrata, expanding its protection department, with a focus on community-based protection, rule of law, child protection, women protection and empowerment, and MHPSS across all its project locations.
Job Overview/Summary
Under the direct supervision of Integrated Protection Coordinator, the Protection and Rule of Law (PRoL) Manager, based in the Tripoli office, will be responsible for technical oversight and program mangment of IRC’s community based protection activities, protection monitoring, individual protection assistance, protection mainstreaminng and community outreach in Tripoli and Misrata, with a particular focus on migrants and refugees both in detention and out-of-detention setting. The PRoL Manager will work closely with the Child Protection and WPE Managers to ensure integrated approach and response.
Major Responsibilities
Program management and technical oversight (50%)
- Oversee all PRoL activities in the different locations where IRC is present in Libya : protection monitoring, community based protection, community action plans, individual protection assistance, and protection information management; Responsible for the development and implementation of project work plans in line with the projects’ goals, objectives, staffing and budget.
- Work closely with the IPC to create program budgets for new PRoL projects, and develop and monitor spending plans of the ongoing protection projects;
- Develop monthly and weekly plans for all protection activities, and any other reports according to donors’ requirement and as supervisor’s request;
- Create and monitor the procurement plans and distribution schedule of new materials for all PRoL activities as per work plans and donors’ requirements;
- Manage, implement and follow-up on protection monitoring, programming information provision, protection mainstreaming, strengthening, community based protection actions and individual protection assistance as well as new areas of programming
- Oversee the community based protection activities; including establishment of protection committees, developing community action plans and the supervision of the committee members for implementing the action plans.
- Lead the strengthening of IRC’s protection monitoring in Libya, including the development and contextualization of tools and surveys, the production of protection monitoring reports and Inter-Agency initiatives to support protection monitoring at national level
- Ensure IRC’s protection response services adhere the minimum standards, IA referral pathways and protocol, and documentation in a timely and quality manner
- Design new approaches to build the capacity building of the staff and stakeholders including operational and technical support on areas of PRoL programming
- Ensure protection activities are of high technical quality, meet humanitarian standards and are flexible and responsive to contextual changes
Program Development (10%)
- Contribute to any business development required for the protection program, including drafting concept notes, proposals as required by IPC.
- Explore opportunities to expand and improve the current protection program and to intoduce and integrate new areas to the current programs (legal assistance, SignPost, HLP, etc).
- Ensure that protection-related internal and external reporting programmatic and donor requirements are met, and that reports are of a high quality and are submitted on time. Provide quality oversight of the information products coming from the information management team in coordination with the Protection Managers, inclusive of donor reporting.
Staff Performance Management, Learning & Development (15%)
- Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
- Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews..
- Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
- Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
- As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of staff.
- Look for opportunities to support staff in their career growth, where appropriate.
- Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
Research, Learning and Analysis (15%)
- Support IPC to develop and implement regular monitoring and evaluation activities for the protection program.
- Ensures quality information management including beneficiary count in coordination with the IPC and the protection information management team.
- Use protection monitoring data support the development of protection advocacy messages.
- Strategically position the IRC’s protection monitoring findings in policy briefs and advocacy messages before the right targeted audience.
Coordination & Representation (10%)
- Support the timely information sharing regarding challenges and needs at the field level
- Represent IRC in internal and external forums as needed, including Protection Sector, Protection Sector SAG, MRP, S/NFI Sector, and any other relevant platforms.
- Assist in contributing to the development of referral mechanisms in collaboration with IRC coordinators, other NGOs and the Protection Sector.

Job Requirements
Education:
- Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social science or related field. Advanced degree preferred;
Work Experience:
- At least 2 years NGO experience preferably in a management role
- At least 4 years of relevant experience in IDP and refugee protection
- Previous experience with individual protection assistance and community based protection is preferred
Demonstrated Technical Skills:
- Two-three years’ experience implementing similar programming in an emergency and post-emergency context
- Demonstrable understanding of the relevance of international humanitarian law and human rights law to humanitarian action;
- Proven, successful managerial experience;
- Strong acumen in analyzing data to inform advocacy initiatives.
- Demonstrable knowledge of and commitment to human rights and protection;
- Strong program and budget management skills;
- Strong written and oral communication skills in English and Arabic;
- Ability to work well in and promote teamwork,
- Comfortable in a multi-cultural environment,
- Flexible and able to handle pressure effectively and productively
Demonstrated Managerial/Leadership Competencies:
- Experience with capacity building, including training of trainers, adult learning approaches and capacity building.
- Strong team and people management and organizational skills;
Languages:
- High standards written and spoken English and Arabic essential and required.
Computer/Other Tech Requirements:
- Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
- Previous experience with Kobo and CommCare desired

Working Environment
The overall security situation and the impact of Covid-19 pandemic are still unpredictable in Libya. The position is based in Tripoli Office and requires (40%) travels to the filed locations (i.e. detention facilities, disembarlkation points, urban outskirts, Misrata, Gheryan, Zwara, and Zawiya)
