General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI Libya mission has started implementing operations in East Libya since 2017 and developed an emergency health response that provides primary health care services to the most vulnerable populations. PUI intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. Since 2019, in addition of the operations conducted from Benghazi office, PUI opened a second office in Al Kufrah region.
In 2020, PUI intends to reinforce the centrality of protection within its response with the goal to contribute to alleviating the suffering of conflict-affected populations in East of Libya. Specifically, it will aim to enhance the protection environment and improve access to essential services of the most vulnerable conflict-affected populations.
Job Description
Overall objective
Under the supervision of Project Manager, the Protection Field Officer /Social worker is responsible for the day to day implementation of the protection activities in PUI’s field locations. The overall objective of this position is to gain understanding of the main protection needs of community groups living in Al Kufrah and provide assistance to persons in needs through integrated approach (including psychosocial support, information dissemination, follow up and referrals to specialized services) and community awareness.
Tasks and Responsibilities
Within the frame of the project and donor’s requirements and under the supervision of the Project Manager, the Protection Field Officer / Social Worker will be responsible of:
- Conducting protection needs assessment and monitoring in the field locations
- Providing support to individuals at risk identified
- Carrying out awareness on protection to communities
- Participating to internal coordination and trainings
- Respecting security and safety rules
1. Conduct Protection monitoring & Assessment in the targeted areas
- Identify, collect and monitor humanitarian and protection needs of the community in the targeted areas by using PUI’s protection tools and methodologies; including conduct of individual interviews with key community leaders, focus groups discussion and observation.
- Conduct of protection needs assessment in PUI’s area of intervention to assess potential emerging humanitarian needs.
2. Provide support to persons at risk through integrated protection assistance
- Provide individual assistance to persons at risk / persons with specific needs in compliance with Inter Agency Standards Protocols (including D/GBV / Child Protection cases / including assessment of individual need, development of case plan and referral of access to specialized services, follow-up and case closure.
- Disseminate/Provide relevant and meaningful information regarding the rights of persons of concern and services available in the area.
- Provide basic psychosocial support and psychological first aid to persons in need identified.
- Ensure that urgent and challenging cases are immediately discussed with direct supervisors and the technical referent (Project Manager & Protection Coordinator).
- At all times safeguard the safety and respect of the individual, in addition to the confidentiality of his/her information and his/her right to access services without any discrimination.
3. Conduct awareness sessions to communities on protection
- Identify and monitor the needs in terms of protection awareness in the area of intervention by consulting regularly the community.
- Conduct awareness sessions on protection topics to the targeted communities through participatory approach.
4. Data collection and reporting
- Ensure regular entry of data collected through PUI’s protection activities.
- Respect and follow PUI’s data protection and sharing protocol, international law, standards of data protection and data security and the confidentiality of all collected information.
- Respect “do no harm” principle while conducting protection activities; ensure that data collected through the activities are not further harmed the affected populations.
- Product regular internal reporting documents as requested by the Project Manager (activities reports, incidents reports…)
5. Internal Coordination and Training
- Participate in internal meetings organized by PUI Team.
- Work closely with Mobile Health Team and ensure good communication between PUI’s sectors (Health/MHPSS and BNR).
- Participate to training provided by PUI or other partners in the field of Protection (with visits to Tunis).
6. Safety and Security:
- Respect and follow PUI’s code of conduct and internal policies (including PSEA).
- Respect Humanitarian principles and international standards.
- Respect and follow internal security rules.
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of persons of concerns.

Required Profile
Education / Training
ESSENTIAL: Diploma or degree in Community Development, Psychology, Law, Sociology, and other Social Sciences relevant.
Professional experience
ESSENTIAL: Proven experience working with Humanitarian Organization and Humanitarian.
DESIRABLE: Previous experience in data collection
Technical
ESSENTIAL: Experience in protection activities and/or Protection/ GBV case management / MHPSS or
social activities.
Knowledge and skills
ESSENTIAL:
- Demonstrating good knowledge of protection norms, principles and activities.
- Excellent communication skills.
