Background/IRC Summary: Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

 

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the  United  Nations  Humanitarian  Response  Plan  for  2017,  1.3  million  people  require  urgent  health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs).  The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.

Job Overview/Summary: Under the direct supervision of the Protection information management officer, the Information Management Assistant will ensure access to up-to-date information on the affected population to allow appropriate interventions when designing and implementing humanitarian and advocacy actions. S/He is responsibilities to record, maintain and assist in the analysis data collected by protection teams. S/He will ensure the quality of the data translated from protection teams, in collaboration with the Protection officer. The protection Information management Assistant will ensure timely submission and quality of reporting deliverables on a weekly basis

Major Responsibilities:

 

  • Establishing and maintaining an information management system dealing with all data from protection monitoring and counselling.
  • Develop information management database for the recording, analysis and reporting of relevant protection data collected in the field.
  • Train the PRoL /WPE/ CP teams on the use of the databases as well as other data collection and or registration tools/software, in collaboration with the relevant staff.
  • Ensure accurate and consistent entry of data received from field staff into database/s.
  • Maintain and further develop the structure or format of the database/s as required, incorporating suggestions and amendments from the protection team and partners, in collaboration with and under the Protection Manager’s guidance.
  • Provide additional updates and data analysis as requested by supervisor.
  • Support in assessing progress (against project objectives and targets) and identify implementation issues, provide solutions, and implement modifications as required.
  • Work with Protection teams to ensure all programming activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes.
  • Support the Protection information management team in reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators and achievements
  • Carry out monitoring visits to field to ensure proper feeding of data.

 

Key Working Relationships:

Position Reports to: Protection information management officer

 

Position directly supervises:  N/A

 

Indirect Reporting: Senior Protection information management officer

 

 

Other Internal and/or external contacts:

Internal The Protection information management assistant will be expected to work closely with Protection Managers, Senior Protection Officers and MEAL Team to ensure accurate, comprehensive and up to date reporting.

 

External:  N/A

 

Job Requirements:

 

Education: 

  • At least an undergraduate degree in a related field

 

Work Experience:

  • At least two years of prior professional experience in a similar position, preferably with an international organization.
  • Experience in programming Microsoft Excel and Access Databases including minimum 2 years designing, constructing, and managing databases.
  • Excellent reporting skills using Access reporting tools and sound knowledge of MS Access.
  • Data analysis and charting/visualizing skills.

 

Demonstrated Skills and Competencies:

  1. Belief in human rights, including gender equality.
  2. Demonstrated protection experience and understanding of working with vulnerable populations and basic humanitarian principles. 
  1. Demonstrated information management experience, establishing information managements systems;
  2. Excellent written reporting and oral communication skills in both English and Arabic.
  1. Ability to interpret, analyze and synthesize information in a fast-paced environment.
  2. Working experience with an NGO and/or international organization.
  3. Good organizational skills, timeliness, ability to determine priorities and great attention to detail.
  1. Proactive, flexible, team spirited and willing to learn.
  2. Excellent computer skills including MS Word, Excel and PowerPoint and experience with digitalization software is an asset.

 

Language Skills:

  • Fair English language skills, oral and written.

 

Working Environment:

  • Standard office work environment, with occasional travel to the field
