Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

Under the direct supervision of the Protection Officer and Protection Manager and in close collaboration with existing Protection Monitors, the Protection Monitor’s primary responsibilities include performing household level protection monitoring visits in the Benghazi area, outreach and awareness raising to local service providers and stakeholders in support of service provision mapping activity. This would also mean linking vulnerable individuals/households identified through visits to appropriate service providers in the area and following up on quality of services provided.

They will also be engaged in emergency responses and supporting the capacity building and sub granting process for local protection CSOs

Functions

1 Household Level Protection Monitoring

1.1 Provide assistance to the Protection Officer in the planning, logistics and coordination of protection monitoring visits (car rental if necessary, Lib Aid coordination if necessary, scheduling visits, etc).

1.2 Establish and maintain contacts with community focal points and conduct consultations for focus for the identification of vulnerable households.

1.3 Conduct household surveys via home visits and via phone (if needed) with households using the provided household level protection monitoring forms.

1.4 Conduct direct observation exercises for the community level protection environment monitoring.

1.5 Maintain a database of individual protection monitoring activities on a weekly basis

1.6 Ensure that data is regularly shared for monthly reporting and for the production of monthly protection monitoring reports.

1.7 Ensure that surveyed households are aware and use the complaints response mechanism (CRM). Work with the CRM focal point to ensure that complaints are referred and followed up appropriately.

1.8 Spread messages and raise awareness about services available/helpline and key protection information to households and support any rapid response activities initiated by the protection team.

2 Support updated mapping of Service Providers for referrals

2.1 Conduct interviews/FGDs with communities’ focal points, local authorities, and service providers in order to identify the full range of service providers and details on the services to support the updated referral mapping.

2.2 Identify appropriate service provision for households assessed as being vulnerable and follow up on quality of services being received.

2.3 Spread messages and raise awareness to local authorities and service providers on ACTED services (helpline and protection monitoring) in order to facilitate the establishment of referral pathways.

3 Internal and external coordination

3.1 Coordinate with protection actors to ensure referral lists are accurate and updated

3.2 Support the ACTED cash team with identification and distribution phases for the Cash for Protection component.

4 Support to CSO capacity building component and subgranting process

4.1 Support the creation of training material for capacity building training for protection CSOs

4.2 Support the CSO protection mapping and selection process

4.3 Participate and deliver trainings with the rest of the Protection Team.

5 Other

5.1 Provide regular and timely updates on progress and challenges to supervisors and other team members;

5.2 Assist project team members with other activities, as requested by immediate supervisor;

5.3 Perform any other related activities as assigned by immediate supervisor.

KEY PERFORMANCE INDICATORS

• Number of protection monitoring surveys conducted

• Number of cases/inquiries referred to protection actors for assistance and cash team for cash assistance through protection monitoring activities.

• Protection monitoring data shared on a timely and monthly basis to the rest of the Protection team.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

• Bachelor degree required

• At least 1 year of field experience in humanitarian work, protection or PSS experience strongly preferred.

• Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred

• Ability to work with culturally diverse groups of people;

• Ability to travel and work in difficult conditions and under pressure;

• Highly proficient in written and spoken English and Arabic

• Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
