Country profile
ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.
Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment
Under the direct supervision of the Protection Manager, Senior Protection Officer and in close collaboration with the rest of the Protection staff, the protection monitoring assistants’ primary responsibilities include being the focal point for all data processes that occurs as part of the Protection project. This would include monitoring quantitative data collected at the Household level, at the community level and from the direct observation checklist. It would also involve cleaning data, giving feedback to the protection monitors, doing monthly data analysis and supporting the team in the creation of monthly information factsheets based on the different areas monitored in Benghazi and other parts of Eastern Libya.
The protection monitoring assistant will also play a key role in supporting the Protection team during rapid assessments. As part of ACTED’s effort to build its protection data analysis capacity, the PMA will also find themselves conducting some household level protection monitoring visits in the Benghazi area and supporting the referral system that has been set in place for protection cases.
Functions
- 1.Protection Monitoring Support
- 1.1 Build knowledge and provide monthly feedback on the various monitoring tools that the protection team uses for its monitoring.
- 1.2 Conduct household surveys via home visits and via phone (if needed) with households using the provided household level protection monitoring forms.
- 1.3 Maintain and clean the database of all individual protection monitoring activities conducted.
- 1.4 Assist the project manager in monthly data analysis of all quantitative and qualitative data collected for monthly protection monitoring reports.
- 1.5 Support the protection team with raising awareness about services available/hotline and key protection information to households.
- 1.6Provide assistance to the Senior Protection Officer and Program Manager in the planning, logistics and coordination of protection monitoring visits (car rental if necessary, Lib Aid coordination if necessary, scheduling visits, etc).
- 2.Mapping of Health and Service Providers for referrals2.1 Provide assistance to the Protection Officer and Program Manager in the planning, logistics and coordination of data collection with local authorities and service providers.
- 2.2 Support the protection monitors with interviews/FGDs with communities’ focal points, local authorities, and service providers in order to identify the full range of service providers and details on the services each provides to aid in referral mapping.
- 3 Internal and external coordination
3.1 Coordinate with protection actors to ensure referral lists are accurate, updated and maintained.

- 4.1 Provide regular and timely updates on progress and challenges to supervisors and other team members;
- 4.2 Assist project team members with other activities, as requested by immediate supervisor;
4.3 Perform any other related activities as assigned by immediate supervisor.
- KEY PERFORMANCE INDICATORS
- Protection monitoring data shared on a timely and monthly basis with the team for compiling and production of a monthly protection monitoring report.
- Number of feedback sessions conducted with Protection team collecting data.
- Number of protection monitoring surveys conducted.
Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.
- QUALIFICATIONS
- Bachelor degree required
- At least 1 year of field experience in humanitarian work, protection experience strongly preferred
- Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
- Familiarity with data collection, cleaning and analysis
- Ability to work with culturally diverse groups of people;
- Ability to travel and work in difficult conditions and under pressure;
- Highly proficient in written and spoken English and Arabic
- Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
