Country profile:

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

Under the direct supervision of the Program Manager (PM) and in close collaboration with the emergency assistance and cash program teams, the Protection Officer’s primary responsibility is to oversee all protection-related activities in Benghazi. This will include 1) ensuring that a comprehensive mapping of heath/protection service providers is complete and updated regularly and that the current referral system is continued with relevant service providers 2) organization of household-level protection monitoring activities 3) development of appropriate messaging and and the implementation of awareness raising activities aimed at promoting use of the protection services hotline among vulnerable communities 4) overseeing the set up and operation of a protection hotline and 5) ensuring that cases received through the hotline and protection monitoring visits are appropriately referred internally to ACTED for cash or NFI assistance and to relevant protection and health actors for referral, 5) supporting the organisation of external learning opportunities with local actors in Benghazi, and 6) supporting the PM with day-to-day leadership and well-being of the Protection team in Benghazi.

FUNCTIONS

1) Oversee Household Level Protection Monitoring
1.1 Oversee the planning, logistics and coordination of protection monitoring visits (car rental if necessary, Lib Aid coordination if necessary, scheduling visits, etc).
1.2 Facilitate the transparent and fair selection of households for protection monitoring
1.3 Oversee household surveys conducted by team of protection monitors via home visits and phone (if needed) with households using the provided household level protection monitoring forms.
1.4 Oversee maintenance of an updated database of all data collected through protection monitoring visits.
1.5 Ensure that data cleaning and basic analysis of household level protection monitoring data is performed and shared for the production of monthly protection monitoring report.
1.6 Ensure that surveyed households are aware and use the complaints response mechanism (CRM) and that proper awareness raising and messaging services available/hotline and key protection information is communicated to protection monitoring survey participants during monitoring activities.

2) Operation of the Protection Helpline
2.1 Oversee operation of the protection helpline, ensuring that helpline staff receive protection cases and queries through telephone, in writing and in person and maintain confidential and detailed records of all cases received through the helpline in a database and other electronic and hard copy filing systems, as appropriate.
2.2 Ensure the effective functioning of the protection helpline and that cases/queries are adequately captured, analyzed, addressed and responded to in a timely manner.
2.3 Analyse patterns and trends in hotline cases to help ACTED improve its programming and referral network.

3) Oversee Establishment and promotion of the Protection Helpline
3.1 Develop protection and protection Helpline IEC materials in a language that can be widely understood in collaboration with the project manager
3.2 Coordinate awareness-raising about the helpline and protection issues to beneficiaries, as well as local authorities and stakeholders in ACTED’s areas of implementation, during field visits;
3.3 Build capacity and understanding among ACTED staff, partners, local authorities on the protection helpline where appropriate.
3.4 Regularly assess effectiveness of all information-sharing efforts and incorporate findings into revised approaches;
3.5 Ensure that helpline team maintain records of helpline awareness raising and promotion activities (including approximate numbers of participants) and submit to Project Managers as required;

4) Mapping of Health and Service Providers for referrals
4.1 Provide assistance to the Program Manager in the planning, logistics and coordination of data collection with local authorities and service providers.
4.2 Conduct interviews/FGDs with communities focal points, local authorities, and service providers in order to identify the full range of service providers and details on the services each provides to aid in referral mapping.
4.3 Spread messages and raise awareness to local authorities and service providers on ACTED services (helpline and protection monitoring) in order to facilitate the establishment of referral pathways.
4.4 Coordinate with program staff to ensure that referral lists are accurately updated.

5) Referral and follow up of Protection cases
5.1 Ensure that all cases identified through the helpline and protection monitoring vists are referred to relevant protection and health actors per the service provider mapping and protection monitoring guidelines and that severe cases (according to the scoring card) are referred to the cash or emergency assistance team for further assistance.
5.2 Support the case management officers by ensuring close linkages with cash program team and emergency assistance teams.
5.3 Follow up with cases to ensure that beneficiaries have received successfully received assistance either through referral, cash assistance, or the provision of information.

6) Protection Team Management
6.1 Ensure that staff under direct responsibility understand and are able to perform their roles and responsibilities
6.2 Manage Protection monitors, case management officers and the helpline team delineating their responsibilities and follow-up the work plans and day-to-day activities;
6.3 Ensure a positive working environment, good team dynamics and a support the well-being of the team;
6.4 Manage interpersonal conflicts among team members;
6.5 Undertake regular appraisals of relevant staff;
6.6 Identify the training needs of team members and discuss plans with the Program Manager for both internal and external trainings;
6.7 Coach, train, and mentor team members with the aim of strengthening their technical capacity, exchanging knowledge within the protection team.

7) Other
7.1 Provide regular and timely updates on progress and challenges to supervisor and other team members, through the submission of monthly reports;
7.2 Assist project teams with other activities, as requested by immediate supervisor;
7.3 Perform any other related activities as assigned by immediate supervisor.

Key Performance Indicators

  • Number of protection monitoring surveys conducted
  • Number of cases/inquiries received through the helpline and provided with assistance per the hotline guidelines.
  • Mechanism in place for data management of cases received through helpline and protection monitoring visits.
  • Mechanism in place for referral of protection cases to ACTED cash team and referral actors
  • Number of cases/inquiries referred to protection/health actors for assistance and cash team for cash assistance.
  • Protection monitoring data shared on a timely and monthly basis through the production of a monthly protection monitoring report.

 Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

  • Bachelor degree required
  • At least 2 year of field experience in humanitarian work, protection experience strongly preferred
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Previous experience with local protection actors in the East of Libya, such as civil society organisations is strongly preferred
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken English and Arabic
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
