Country Profile :
ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi,Derna and Sebha with support from 12 international and 60 national staff. ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.
Position Profile:

Assignment
The PSS specialist will be responsible to supervise and guarantee the quality implementation of the recreational and PSS activities in Benghazi, Derna and in the South of Libya. The PSS specialist will guarantee that activities are conducted in line with International minimum standards for Child Protection and Mental Health and Psychosocial Support in Humanitarian Action and IASC guidelines.
The role of the PSS Specialist is to provide training, support and guidance to the service providers responsible to implement recreational group activities and PSS to children in Benghazi, Derna and in the South of Libya.
Under the overall direct supervision of the Program Coordinator and the functional management of the MYRP Project Manager, the successful candidates will be responsible and accountable for the supervision of PSS facilitators to be selected and trained by ACTED in Benghazi, Derna and in the South of Libya.
The PSS Specialist is based in Benghazi and supposed to do regular visits in Derna and Sebha.
FUNCTIONS
Supervision of PSS individual and group-based activities and recreational activities to conflict-affected children.
Programme quality and standards – technical assistance

- Provide technical assistance to field teams in operationalisation of MHPSS approaches and program activities.
- Conduct trainings of facilitators and CP ACTED staff on PSS, children resilience, PSEA.
- Support the Program Manager in delivering quality MHPSS activities focused on structured psychosocial support activities for children, adolescents/youth, mental health referrals strengthening, counselling.
- Ensure that the recreational activity package and all the technical material are tailored to the specific protection concerns of children in Libya, as child labour, conflict-related psychosocial distress.
Monitoring and evaluation

- Monitor and evaluate the quality of the PSS activities by fostering children participation at every stage of the project in collaboration with AME department.
- Design and implement monitoring and evaluation tools in coordination with the PM, AMEU and Project Coordinator.
- Assist in analysing the data collected and reports both quantitatively and qualitatively.
- Visit project sites and provide information about progress when required.
- Stimulate and monitor PSS activities.
Capacity Development

- Prepare the instruments to conduct a compressive capacity needs assessment and coordinate the development of a technical capacity building plans for ACTED staff (in particular case management officers) and service providers, working with field teams to prioritize training needs and resource these appropriately.
- Lead capacity development initiatives with field teams and partners, on PSS including leveraging training resources through other stakeholders, existing available courses etc.
- Facilitate trainings and coaching sessions on topics of PSS programming.
- Provide ongoing support, guidance and advice to program staff in the field of PSS.
Activity implementation and supervision

- Ensure implementation plan is up to date.
- Follow up on PSS and group-based activities to ensure timely and quality implementation including progress in meeting targets and reporting achievement.
- Draft high quality reports on PSS and group activities progress.
Partnerships
-
- In coordination with the PM, the PSS Specialist should lead relationships national and international relevant Mental Health and PSS stakeholders to ensure ACTED is participating in relevant discussion and engaging with allies in the MHPSS theme in Derna, Benghazi and Sebha.
- Identify technical collaboration and opportunities for referrals in the field of MHPSS.
Compliance

- Ensure the compliance with ACTED policies and protocols of confidentiality, non-discrimination, consent, respect and safety.
- Ensure that beneficiaries are duly informed on the Complaint Mechanism and can give their feedbacks on ACTED activities.
Other

- Provide regular and timely updates on progress and challenges to supervisors and other team members;
- Provide support as necessary to PSS facilitators for PSS and recreational activities;
- Assist project team members with other activities, as requested by immediate supervisor;
- Perform any other related activities as assigned by immediate supervisor.
Key Performance Indicators
- Number of children reached through PSS individual and group-based activities and recreational activities.
- Number of monitoring tools designed and used.
- Number of local CSOs/implementing partners trained in PSS, resilience, child safeguarding and all relevant PSS packages.
- Number of ACTED staff trained on PSS related topics.
- Number of PSS related activities successfully implemented.
Within the ACTED Protection Department, all staff are expected to support the well-being and safety of children at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Global Policy.
QUALIFICATIONS
- Bachelor degree required. Psychology, education, social work or public health background strongly preferred and will be given due consideration.
- At least 1 year of field experience in humanitarian work, protection experience strongly preferred, especially child protection.
- Minimum 2 years in PSS programming in (post)conflict areas.
- Minimum 1 years in staff capacity building and experience in providing trainings.
- Excellent public speaking, communication and presentation skills.
- Ability to design effective IEC materials.
- Ability to work with culturally diverse groups of people.
- Ability to take good quality and detailed notes and write reports.
- Ability to travel and work in difficult conditions and under pressure.
- Motivated to learn and help team mates.
- Highly proficient in written and spoken Arabic and basic English.
- Proficient knowledge of Microsoft office (Word, Excel, PowerPoint…).
- Ability to maintain the highest level of confidentiality and best interests of children.
