Background/IRC Summary:

The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The emergency health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls. IRC’s emergency team is engaging local communities and empowering them to ensure they have equal access to health services while mobilizing outreach medical teams to maintain proximity to the people in need.
On 10th September 2023, Tropical Storm Daniel hit the eastern coast of Libya with strong winds, heavy rainfall, and flash floods affecting various locations including Benghazi, Al Marj, Al Bayda, Al Abyar, Batah, Bayada, Shahat, Soussa, and Derna, among others. The storm’s devastating impact marks an unprecedented climatic event for the Mediterranean region; in Derna, rainfall exceeded 100mm in just just three days. The area was heavily impacted as the storm led dams to burst resulting in mass destruction and fatalities, displacing people to other affected cities and towns and overwhelming local facilities and capacities.
Job Overview/Summary:
The Psychiatrist/clinical MHPSS supervisor will report to SMTL/ Health Manager. He/she will be in charge of providing MHPSS consultation and technical support of the mhGAP trained clinical staff with regards to diagnoses, treatment plans and follow up of the IRC patients with Mental Health conditions.
Major Responsibilities:
The Psychiatrist/ clinical supervisor will work with IRC’s medical teams in the different supported settings (public health facilities, Community Development Centers), she/he will: .
Provide regular supervision sessions to ensure proper treatment plans are put in place based on the patients unique needs,
Ensure follow up of patients is being done properly, including prescription of drugs is being made as per the WHO’s recommendations and the national recommendations,
Provide needed support to maintain doctor’s neutrality with patients and to mitigate counter-transfer issues
Ensure referral pathways to secondary and tertiary level services are functioning and when needed, provide specialized consultations to the patients in need for psychiatrist care.
Mentor the mhGAP-trained medical doctors, the psychologists to ensure quality over the treatment plans.
Provide mhGAP training and refreshers for IRC clinical staff. .
As needed, the psychiatrist clinical supervisor could provide support to IRC clinical staff in patient, and her/his family’s interview; observing behaviors; reviewing medical history and related documents; selecting, administering, and interpreting psychological tests; ordering laboratory tests and evaluating results.
Assessing the risk of self-harm and suicide as well as the risk of harm to others and follow the referral pathways as needed. Psychiatrists have legislated and ethical responsibility for ensuring that the rights of involuntary patients are protected at all times.
Provide needed guidance on psychotropic prescription.
Support IRC teams maintaining quality narrative patients’ records, ensuring confidentiality of the data recorded
Educate patients, caregivers and the broader community while also learning from them.
Updates job knowledge by participating in continuing medical educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
Undertake other tasks as assigned by the IRC supervisor to enable and contribute to IRC’s programming.
Staff management
The Psychiatrist will not be line managing any internal staff. S/he will supervise and train GPs and psychologists.

Working Environment: This position will be based in the IRC field office in Eastern of Libya with frequent visits to the field sites.
Qualifications
Job Requirements:
Psychiatrist with 5 years of experience in a psychiatric care.
mhGAP certification by WHO.
Previous NGO experience preferred.
Decision Making, Listening, Verbal Communication, Patient Services, Mental Health, Psychiatry, Building Relationships, Discretion, Bedside Manner.
Willingness to work beyond working hours and travel between IRC supported facilities as requested.
Strong skills in building the capacities of others (e.g. training) & facilitation.
Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in advanced Excel is an added advantage.
Very good communication in English and fluent in Arabic
Strong sense of personal integrity and understanding of confidentiality and ethics
Self-directed, able to independently set priorities and solve problems with minimal guidance
