Background:

UNICEF, in collaboration with the Ministry of Education (MoE) of Libya is currently undertaking a substantial school leadership and teacher training programme to support children’s learning. The aim is two-fold. Firstly, to develop a school leadership programme, in collaboration with the MoE, to develop the knowledge and skills of school leaders across primary and secondary schools in Libya. Secondly, to support the MoE to develop and roll out a cascade teacher professional learning programme focused on developing pedagogical practices of teachers to be more learner centred so that children engage in and enjoy learning.  In addition, the MoE has also requested a programme for inspectors to orientate them to the new school leadership and teacher professional learning programmes planned. This will compliment a robust review of the curricula for life-skills and orientate teachers to pedagogical practices that promote life-skills for children. The programme targets Libyan children, adolescents and youth.

Purpose:

The consultant will provide technical expertise and leadership in the development and implementation of these programme. The consultant will work in close collaboration with the MoE in Libya through capacity building workshops and high-level meetings as well as leading train the trainer programmes for school leaders, teachers and school inspectors. The initial contract with the consultants will be 11.5 months and it is expected that this will be a two year programme (subject to funding). UNICEF will also recruit a national consultant to work in close collaboration with the international consultant on this programme. It is also expected that the consultant will make FIVE visits to Libya for approx.. two weeks each during the duration of the contract, and subject to accommodation availability and security situation. This consultancy is home-based with occasional trips to Tripoli, Libya.

How can you make a difference?

Under the day-to-day supervision of the Chief of Education, Libya, the international consultant will work in close collaboration with MoE teams and the UNICEF national consultant to plan, implement and monitor the school leadership, teacher professional learning and school inspectors’ programmes. This is a substantial task with three main components. Firstly, the development of a training programme for school leaders as well as a train the trainer programme for roll out across Libya. Secondly, a detailed review of a regional UNICEF teacher professional programme called “Teacher of the Future” with MoE staff, leading to the adaptation for the Libyan context. This programme can be facilitated either face to face or online, so it is expected that the expert will have knowledge of creating and facilitating blended programmes (in line with the MoE’s drive for digitalization of all MoE staff and students).

The role includes overseeing the quality of content from MoE staff and national consultants and capacity building. It also involves the day-to-day technical oversight of all the programmes developed.

At the end of this phase of the programme development, it is envisaged that through a series of collaborative workshops and training sessions, there will be a school leadership programme of at least 10 sessions and a school leadership handbook to accompany the training sessions. There will also be a teacher professional programme consisting of at least 10 sessions to support the development of pedagogy and learner centred teaching and learning. The programme will consist of a trainer handbook and teacher notes. There will be an orientation programme for inspectors which will raise awareness of the school leadership programme, and the teacher professional learning programme.

The specific scope of work includes:

In consultation and collaboration with key stakeholders and national consultants, the international consultants will oversee and contribute to:

Development of a school leadership programme for Libyan school principals

  1. Conduct a needs assessment and develop a roadmap for the training of school principals, in conjunction and close coordination with the MoE
  2. Develop a content map of the sessions (maximum of 15 days training) based on the needs assessment
  3. Develop detailed sessions, the accompanying trainer manual and notes for school principals
  4. Lead the ToT and support the roll out of training across selected municipalities in Libya

Review and adaptation of the regional, Teacher of the Future, programme for Libyan teachers

  1. Conduct a series of high level technical workshops with MoE and other Government stakeholders to review the Teacher of the Future blended programme.
  2. Produce a report and recommendations of how the programme could be used and/or adapted
  3.  In close collaboration with the MoE, adapt and prepare the programme for the Libyan context. This may involve writing some additional sessions and/or adapting sessions already produced.
  4. Conduct a ToT for trainers who will facilitate the programme in pilot selected municipalities
  5. Observe some of the cascade training and coach the trainers, where needed (and if possible, given the Libyan context).
  6. Update sessions, with the MoE selected trainers, if needed, based on feedback from teachers.

Develop an orientation programme for school inspectors

  1. Conduct a needs assessment with school inspectors and other stakeholders and make recommendations for the content of the orientation programme.
  2. In close collaboration with the MoE, develop a 3 day orientation programme for school inspectors including all sessions, a trainer manual and notes for participants
  3. Conduct a ToT with selected MoE staff for the cascade training of the programme.

 

 

 

 

To qualify as an advocate for every child you will have…

  • Masters’ degree in Education from a recognized university
  • A minimum of 15 years relevant work experience including previous development of school leadership programmes and working closely with coaching and mentoring school leaders.
  • Demonstrated experience in developing teacher professional learning programmes, including blended, online contexts.
  • Experience in orientation/training of school inspectors preferred.
  • Experience of managing and coordinating education programmes internationally.
  • Proven track record in system strengthening in education with Ministries of Education in developing contexts including school leadership programmes and professional learning for teachers.
  • Expert knowledge of Education and best practices of Education in international settings.
  • Proven track record in training and coaching using latest participatory and inclusive approaches.
  • Fluency in written and spoken English required. Knowledge of Arabic is an advantage.
  • Willingness to travel to Libya for regular missions required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
