The ICRC Delegation in Libya has a vacancy for:
Weapon Contamination Field Officer
The position will be based in the Tripoli Sub Delegation
Main Responsibilities:
- Ensure community assessment and mapping of suspected hazard areas (residential areas, agricultural lands, pastures, etc.);
- Assess socio-economic impact on residents and/or returnees;
- Gathers all relevant data on type/number of public and private infrastructures damaged or destroyed (e.g. hospitals, schools, administrative buildings, companies, markets, transportation routes, telecommunication infrastructure) and assist in development of maps;
- Gather and record information about weapon related incidents/victims, shares information internally with other ICRC departments;
- Contribute to the design and the data analysis of Risk Awareness and Safer Behaviour need assessments, Knowledge, Attitudes, Practices (KAP) surveys, impact studies, and other research efforts;
- Gather information regarding various Mine Action actors including national authority actors;
- Contribute to the design and the data analysis of Risk Awareness and Safer Behavior need assessments, Knowledge, Attitudes, Practices (KAP) surveys, impact studies, and other research efforts;
- Run door-to-door assessments to identify and assess needs of target groups and provide support activities based on needs;
- Accompany field visits and deliver the Risk Awareness to the beneficiaries where applicable during the visit, in coordination with other ICRC departments;
- Coordinate activities with regards to Weapon Contamination (WeC) Risk Awareness with other agencies or partner organizations working in the area, e.g. INGO’s/UN, LRCs;
- Support in development and implementation of WeC integrated monitoring/mapping and evaluation tools and develop and improve WeC strategy, approach and methodology;
- Be responsible for following up, monitoring and reporting on all tasks assigned to the LRCs teams and conducted on his/her site or AoR. This applies mainly to Risk Awareness and data collection activities;
- Monitor and evaluate impact of activities through follow up visits to his/her Area of Responsibility (AoR);
- Participate in the development and implementation of training programs and material on WeC Risk Awareness for the partner organizations where applicable;
- Contribute to building the capacity of the national authorities as per WeC strategy;
- Obtain if not already obtained, all required authorizations – administration, police, military and local authorities in an area of WeC interest, and coordinate with the community in the area – and establish community liaison;
- Stand in for the WeC Delegate and represents the WeC programme in internal and external meetings on Sub-Delegation level;
- Perform any other tasks as directed by the WeC Delegate or Head of Sub-Delegation.
Required background, skills and experience:
- Relevant degree from a university or technical college
- At least 3 years overall professional experience in a related field
- Work experience in the Humanitarian Mine Action Sector is an asset
- Academically or professionally proficient in Risk Awareness-related subject or pedagogics
- Previous experience with the ICRC or other another humanitarian agency desired
- Excellent knowledge of Libya geography, its idiosyncrasy and culture, at least of expected AoR
- Excellent command of written and spoken English and Arabic
- Excellent computer skills
- Excellent facilitation and presentation skills
- Good negotiation and communication skills
- Sense of responsibility and initiative
- Ability to plan his/her activities and meet deadlines
- Good analytical and problem-solving skills with the ability to exercise sound judgment and make decisions with limited supervision
- Strong interpersonal skills and a proven ability to work within a team and to establish effective working relationships both internally and externally
- Driving license, covering manual transmissions
