REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

REACH has been present in Libya since 2011, providing assessment and information management services to humanitarian actors. REACH’s intervention in Libya has been divided in two phases: during and in the aftermath of the first conflict in 2011-2012 and since 2015. Since late 2015, REACH established a full-time presence in country conducting various assessments such as Multi Sector Needs Assessments, IDP profiling exercises, cash and market assessments.

Context of the position and key challenges

Since 2011, Libya has experienced several waves of fighting, and the complex socio-political landscape has given way to an increasingly protracted conflict. Throughout 2020, the conflict that began in 2011 in Libya continued to fragment the country, leaving thousands displaced and further weakening political and economic institutions. In 2021, the Office for the Coordination of Humanitarian Affairs (OCHA) determined that 0.8 million people in Libya were in need. Renewed efforts to broker peace in Libya were initiated by political talks in Berlin in January 2020, resulting in the creation of the 5+5 Joint Military Commission. In October, this commission reached an official ceasefire agreement, building on an informal ceasefire that had been in effect since August. In March 2021, the Libyan parliament approved the newly formed unified interim government. The interim government was mandated to lead the country until the presidential and legislative elections scheduled for December 24, 2021.  These peacebuilding efforts have been accompanied by a decrease in the scope and severity of armed conflict, and the improved security situation has caused a reduction of displacement figures, especially in the Western region of the country. Despite these positive developments, the situation in Libya remains uncertain. Elections were not held in December 2021, and a new date remains to be set. As a consequence, the security situation remains volatile.

Crucial humanitarian information gaps for displaced and non-displaced populations remain in Libya, as the political, economic and social landscapes are constantly evolving, and as humanitarian access to affected populations is limited, particularly as a result of COVID-19. In this context, ACTED, through its REACH initiative, provides technical support to humanitarian and development actors and coordination structures, by designing and conducting timely assessments to address outstanding information gaps. The position advertised will contribute to strengthen REACH support to all sectors and working groups active in the Libya response, by reinforcing their capacities as to data collection and to actively support them will new assessments.

Salary : Salary defined by the ACTED salary grid based on level of education, expertise and level of experience.

Key roles and responsibilities

1.Management of assessment process and HR

1.1Assessment management and coordination

The REACH Assessment Officer is responsible for the management of all components of each assessment, including research design, planning, implementation and follow up, according to REACH requirements and principles. The REACH Assessment Officer shall manage logistics, financial, administration and HR processes directly related to REACH and liaise accordingly with the relevant ACTED counterpart. He/she is directly responsible for the implementation of proper ACTED finance, logistics, administrative, and security procedures in REACH interventions.

1.2HR management

The REACH Assessment Officer is responsible for assisting in the day-to-day management of field staff both directly and remotely. The REACH Assessment Officer will help ensure that all field teams are comprehensively briefed on the objective of the assessment, the expected outputs and that the overall implementation strategy of any given activity is clearly understood. He/she will support in ensuring that project/field staff are given training and complete all the necessary documentation in line with program requirements set by REACH.

At this time, the Assessment Officer will not be responsible for any line managing any staff members, although this may change with future funding and staffing structures.

1.3Implementation

The REACH Assessment Officer is responsible for the implementation of the relevant assessment projects; this will notably include the following.

    • Development of assessments: development of research questions and methodology; development of data collection tools (household surveys, focus group discussion guidelines, and more); design of analysis
    • Training: Development and translation of training materials; delivery of high-quality trainings/overseeing training implementation
    • Supervision of data collection, in coordination with field teams
    • Data cleaning and analysis: use of adequate data cleaning protocols, preparation of data, analysis through Excel or R, in coordination with the Data Unit

2.Reporting

2.1Assessment reporting

The REACH Assessment Officer is responsible for consolidating all analyses and conclusions from each assessment into REACH products such as factsheets, reports and briefs using standard formats. He/she will liaise with REACH HQ in Geneva and the country GIS/Data base officers in order to represent data in the relevant format, including maps, dashboards, and other.

The REACH Assessment Officer is responsible for respecting the designated timeline of reports to be submitted to project partners and donors. He/she must ensure the writing of timely and accurate assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information. He/she will ensure that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge in the country for all organisations working in the areas.

2.2Programmatic reporting

Under the supervision of the Assessment Manger, the Assessment Officer may be asked to assist in completing new project proposals, financial reports, budget updates, or donor reports.

3.External coordination

3.1Representation of REACH/ACTED

The REACH Assessment Officer is responsible for the representation of ACTED/REACH in sector and multi-sector meetings/ technical working groups. This specifically will include liaising with external partners and sectors to identify existing information gaps and develop new assessment ideas, as well as to reinforce existing partnerships and creating new ones with national and international actors. Given the focus of this position on completing sector specific and rapid needs assessments, external engagement will be a key part of the Assessment Officer’s role.

The REACH Assessment Officer will further represent REACH vis-a-vis current and potential donors and communicate relevant information to the REACH Assessment Manager and Country Coordinator, ACTED Project Development Manager and Country Director. He/she will participate in inter-NGO meetings and those of UN agencies and any other relevant inter-governmental institutions at the national or provincial level.

More generally, the REACH Assessment Officer is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of REACH and ACTED’s mandate, ethics, values and stand-point with regard to other actors.

Required qualifications and technical expertise

  • Academic Excellent academic qualifications, preferably including a Master’s degree in relevant discipline;
  • Research skills Proficiency and proven experience with research methods. Excellent analytical skills – research question design, familiarity with research methods (and their appropriate usage), report writing, data visualisation
  • Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are an asset; Experience with InDesign an asset.
  • Years of work experience At least 1 years of relevant working experience. Relevant experience must include coordinating between organisations. Experience in humanitarian settings, specifically working with humanitarian sectors/clusters, is highly desirable;
  • Experience in presentations, training and public speaking Highly desirable;
  • Management skills Team management experience and skills highly desirable;
  • Communication/reporting skills Excellent communication and drafting skills for effective reporting is required;
  • Multi-tasking skills Ability to multitask with tight deadlines, on numerous research cycles;
  • Level of independence Proven ability to work independently;
  • Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility;
  • Experience in geographical region Past experience with Libya is desirable;
  • Language skills Fluency, written and spoken in English and Arabic essential.
